3 <br />The Plan should also include an evaluation of land -use planning techniques for preservation, <br />such as cluster development, scenic viewshed easements, purchase of development rights, <br />transfer of development rights and overlay zoning, as well as preservation incentives for private <br />landowners. These incentives may include tax credit programs and agricultural conservation <br />programs involving various states and Federal agencies. Incentives could also involve scenarios <br />for limited development or conservation subdivision designs through the County's flexible <br />development guidelines. <br />Scope of Work <br />The consultant will conduct a survey of historic structures of the St. Mary's Road Corridor (SR <br />1002), generally within an area from US 70, east of Hillsborough, to the Durham County line. <br />The survey will consist of an update to the 1992 -1993 Orange County Historic Architectural <br />Inventory, and will include new surveys of structures not included in the original Inventory The <br />scope of work consists of the following components: <br />• Conduct surveys of structures not included in the original Inventory. This will include file <br />preparation, black and white photography, and compilation of Historic Structure Data Sheets. <br />Photography and site forms shall be completed in accordance with standards of the North <br />Carolina State Historic Preservation Office. <br />Update the Historic Structure Data Sheets to reflect current conditions and property owner <br />data on existing inventory sites. <br />• Evaluate a potential National Register - eligible historic district that has been identified within <br />the Corridor. Prepare National Register Study List application for the proposed district, if <br />determination of potential National Register eligibility is made. Consult with project <br />archeologist regarding feasibility of joint NRSL application, if archeological resources are <br />extant with the proposed district. <br />• Attend three (3) meetings during project period. Meeting #1: scoping session with Planning <br />Department representative and archeological consultant before fieldwork commences; <br />Meeting #2: mid - period progress report to Orange County Historic Preservation <br />Commission; Meeting #3: Final Report to Orange County HPC. <br />Project Schedule <br />The projected starting date is March 1, 1999, and all work must be completed by September 1, <br />1999. Consultants submitting a proposal must specify a starting date and completion date for the <br />project. <br />2 <br />
