~~~ <br />Manager for Social Services, which are a transportation program, foster <br />homes for children with special needs, and day care for adult :programs. <br />Tony 5eaber spoke against the 10 cent tax rate ancrease. He suggested <br />that the Board review the proposed budget and to arrive at not more than a <br />5 cent tax increase. <br />Commissioner ~+7illhait pointed out that the school bond referendum <br />accounted for 7 cents of the 10 cent tax increase. <br />Marie Williamson spoke in support of the budget and applauded the <br />_.. Board for the action they were about to take. <br />Commissioner Willhoit moved that the proposed Manager's budget be <br />--- adopted with the changes indicated on the summary sheets of June l3 and <br />June 22, 1977, and with the changes proposed tonight in personnel, schools' <br />current expense and capital outlay, and the building fund. Commissioner <br />Gustaveson seconded the motion <br />(For copy of the summary sheet of June 13 and June 22, 1977, see <br />page 272 of this book.) <br />William Dorsett questioned the salary increases in the proposed budget. <br />Commissoner Gustaveson stated that he defended any part of this budget, <br />that this budget was an attempt to make up for many years of neglect in the <br />maintenance of County buildings. He added that in the administrative portion <br />• of the budget, the County is responsible to hire .and keep competent employees. <br />He stated that competent employees were an asset to the County and that <br />employees had been reclassified according to the State Personnel recommenda- <br />tions. Commissioner Gustaveson called for the question. <br />Further discussion ensued. Chairman Whitted stated that the Board <br />had requested a review of the Department Heads responsibilities by the State <br />Personnel Office. State Personnel had declared that salaries were out of <br />line and recommended that some salaries be increased to bring them up to <br />scale. <br />Commissioner Willhoit called for the question. <br />Commissioner Walker stated that he could not vote for this budget <br />mainly because of the personnel portion of the budget. He stated that he <br />disagreed with the employing of an energy officer and that too much money <br />had been appropriated to the Health Department for no more services than <br />the County will be receiving. <br />Chairman Whitted responded by stating that there were items in the <br />budget which all members of the Board would never agree on, however, this <br />was a budget which all members of the Board had worked to put together and <br />that all members of the Board must share in the responsibility of the .budget. <br />Commissioner Pinney stated that he was not happy with this budget <br />because of the energy officer and some areas of personnel. <br />Commissioner Willhoit called far the question. <br />The Chairman called for a vote on the motion of Commissioner Willhoit <br />Voting aye were Commissioners Gustaveson, Whitted, and Nlillhoit. <br />Voting nay were Commissioners Pinney and [nTalkez. The motion arcs declared <br />- passed. <br />(For copy of the 1977-1978 Budget Ordinance see page 276 of this <br />book.) <br />Dr. Weatherly, from the Chapel Hill-Carrboro School Board, and Dan <br />Lansford, with the Orange County School system, expressed their appreciation <br />to the Board for~the consideration given the request of the two,school'systems. <br />Mr. Seaber asked the Board work toward a zero increase in the budget <br />for the next year. <br />The Board confirmed the date of Wednesday, June 29, 1977, as the date <br />for a work session with the Planning Berard and staff, <br />The meeting was adjourned. <br />Richard E.
