Funding for the replacement ambulance and two <br />additional monitor defibrillators would be deferred for consideration during the 1999-2009 CIP process. <br />EMS staff and the Medical Director have evaluated several brands of defibrillators based on options <br />available and upgrades projected. An important consideration of the selected equipment is that it has a <br />comprehensive integrated data management system which is compatible with the data management <br />system of UNC Hospitals. Another important feature is the future expandability of the unit to include <br />integrated capnometry, invasive pressure monitoring, and non-invasive blood pressure monitoring. The <br />equipment will be assigned to the Initial Response paramedics. <br />As a result of creative collaboration between EMS and Purchasing staff, there is an opportunity to acquire <br />a fifth monitor defibrillator this year within the funds originally estimated to be required for the purchase <br />of four of these machines. Under certain circumstances, North Carolina General Statute 143-129 allows <br />local governments to make purchases without a separate bidding procedure. This type of acquisition can <br />be made from any contractor that has, within the past 12 months, contracted to furnish the item to: (1) the <br />federal government or any federal agency; (2) the state of North Carolina or any agency or political <br />subdivision of the state; or (3) any other state or agency or political subdivision of that state, if the <br />contractor is willing to extend the same or more favorable price and other terms to the local government. <br />Staff proposes to "piggy back" on US government contract FSS V797P-3549j dated September 1, 1998, <br />which was awarded to Physio Control Corporation of Redmond, Washington.
