16 <br />HOW TO APPLY FOR A GRANT <br />REQUIREMENTS OF PROJECT APPLICATION <br />Applicants must comply with all appropriate North Carolina State Laws and apply in writing to the <br />North Carolina Department of Environment and Natural Resources, Division of Air Quality. <br />Applications must be in letter form, EIGHT pages or less, and include a brief background of the <br />applicant along with the name and mailing address of the contact person. The enclosed application <br />cover sheet must be completed and serve as the first page of all proposals. The following minimum <br />requirements will apply to all projects. <br />The project must emphasize mobile source emissions reduction by concentrating on volatile organic <br />compounds (VOCs), and nitrogen oxides (NOx) reductions. The Grant Review Committee has <br />decided to focus the grant disbursement in three areas for the 1999 grant year: alternative fueled <br />vehicles and fueling infrastructures; public awareness and outreach programs; and programs to reduce <br />vehicle miles traveled (VMT'). Partnerships between private and public entities are specifically <br />encouraged (such as several small commercial fleets teaming up with an alternative fuel provider to <br />establish a commercial alternative fuel fleet and infrastructure). All proposals should also exhibit a <br />long -term commitment to making the project and the resulting air quality improvements an ongoing <br />effort. <br />The applicant must include a detailed description of the proposed project. An itemized listing of the <br />total amount of funds requested must be included, as well as a listing of any other sources of monies. <br />In addition, a funding/milestone schedule for project outputs will be necessary in order to allocate <br />funds over the life of the project. Upon request, a presentation/demonstration of the proposed project <br />will be given to the committee. The composition of the proposal must match the following Project <br />Selection Criteria, used in considering candidate projects for funding. <br />Protect Selection Criteria <br />1) Degree of matching or in -kind funds expected for the project <br />2) Ratio of implementation and actual emission reduction to planning <br />3) Assessment of benefit for the proposed project in North Carolina <br />4) Permanence of benefit in North Carolina <br />5) Broadness of applicability of results in North Carolina <br />6) Low cost/high benefit of the project <br />7) Project's potential for high total benefits in North Carolina <br />8) Overall length of the project (preference for two years or less) <br />9) Degree of support /participation from affected parties <br />10) Public perception of appropriateness of selected projects <br />3 <br />
