Commissioner Pinney asked that Mr. Nassif, the <br />architect doing the design work for the Grady Brown Building and the Jail, <br />discuss the proposed design of the jail in view of the new bill concerning <br />the housing of prisoners. <br />Mr. Nassif stated that the addition to the jail will be single cells. <br />The existing cells in the jail will be made into that of a dormitory style <br />which had been approved by the State. This will raise the level of occup- <br />ancy. <br />Mr. Nassif recommended the work go slow in determining whether the <br />design of the jail will meet the requirements. He suggested that the Board <br />wait until after July 1, 1977 to see what is required by .the State. He <br />also suggested that the .bids be deferred a. short time on the jail, and if <br />the Commissioners decided to delay one of the projects that it be the jail. <br />Commissioner Gustaveson stated that he felt the County should move <br />ahead with the Grady Brown project, and to have both projects ready to go <br />as with the original concept. Then at that point, decide if we should wait <br />on the jail or not. <br />The Board proceeded to review the 1977-78 budget to determine the <br />effect a 3 percent decrease would have on the various departments. <br />During this discussion, it was pointed out the salaries of county <br />employees accounted for 15 percent of the proposed budget. <br />Another point made was that Recreation for Municipal Support would have <br />a fund balance of between $5,000 and $10,000 at the end of June 30, 1977. <br />The Board was informed that Carrboro had not included in their 1977-78 <br />budget funding for a library at Carr Mills, therefore, the County could take <br />$5,000 from the Hyconeechee Library budget. <br />Marvin Silver, Chapel Hill Board of Alderman member, stated that Chapel <br />Hill will match the County's added allocation to Council on Aging, and <br />Chapel Hill has included some monies in their Contingency Fund for Joint <br />Orange-Chatham Community Action. <br />- Following the Board's review of the departments who could withstand a <br />3 percent decrease in funds, the Board agreed that this proposal was not as <br />viable as it first appeared. <br />The Board discussed the proposal of Commissioner Pinney to postpone <br />capital improvements on the County jail. <br />Chairman Whitted asked that the Board think about the Capital funds. <br />He stated that 7 cents would produce roughly $500,000. This year's proposal <br />is to put this into the County's capital outlay fund. When the bonds are <br />fully issued, it will take 7 cents to retire the bonds. The Manager has <br />recommended in his budget $145,000 aver the next two years to complete the <br />capital program. Mr. Whitted stated that if the $500,000, which the 7 cents <br />is producing, minus the $145,000, the balance would be $355,000. <br />The Finance Director stated that it could possible take $355,000 as <br />interest charge ,for the bonds. He added that it was likely that 6 million <br />dollars of bonds would be sold next yeaz. <br />The Finance Director presented to members of the Board sheets of the <br />proposed changes to date from the Manager's recommended budget dated June 13, <br />1977. This sheet revealed that $60,279 is needed to balance the 1977-78 <br />budget. This does not add any additional monies to Recreation, Municipal <br />Support. <br />Commissioner Willhoit asked that $36,000 be added to Recreation, <br />Municipal Support and that $10,000 be added to the Planning Department's <br />budget for the Intern I which had been cut. With these additions, $100,000 <br />or more would be needed to balance the budget. <br />Following a brief break in the discussion, Commissioner Pinney offered <br />a proposal. He suggested that to get $60,279 cut from the budget, that <br />both schools current expense be set at $350 per pupil. This means a $3.00 <br />cut which will save $30,000. This will place the balance to be cut at <br />$29,564. <br />
