<br />Item 7: The Finance Officer recommends 1966 Insolvents be declared <br />uncollectable. The Finance Director requests the Board of Commissioners <br />to find the outstanding 1966 Insolvents in the amount of $6,246.32 to be <br />uncollectable and to require the Tax Collector to release these and purge <br />them from her records. Similar action was taken for all Insolvents more <br />than 10 years delinquent an June 7, 1976. In 1976-77, $43-02 has been <br />collected an the 1966 accounts, less than one percent. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Gustaveson, it was moved and adopted to declare the 1966 Insolvents <br />uncollectable. <br />Item 9: The Manager recommends adoption of the budget amendment <br />shown in agenda attachment IV. The agenda attachment stated that the <br />budget amendment included needs to fund longevity pay for one employee <br />in Animal Control, Civil Defense Supplies, EMS-Capital expenditure, <br />Health advertising for an administrator, Registor travel expense, Agency <br />Support for the Medical Bxaminer, Social Services need for Assistance to <br />Adults funds, the cast of the additional metal building and the realloca- <br />tion of Recreation revenues. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, <br />it was moved and adopted to approve the budget amendment as recommended by <br />the County Manager. <br />(For copy .of the budget amendment see page 266'of this book.) <br />Chairman Whitted referred to the Report of Bid Results and Recommenda- <br />tion for award which had been presented to the Board by the-.County Manager. <br />Commissioner Gustaveson moved that the County Manager's recommendation <br />be accepted and that the contract be awarded to Metal Building Construction, <br />the low bidder, for $11,139. <br />The County Manager stated that the construction of a 30' X 60' metal <br />maintenance building was to refurbish the green boxes and to house other <br />maintenance equipment. <br />Commissioner Walker stated that he would like to see this construction <br />job go to a local business which is the Company submitting the second bid. <br />He also pointed out that the second bidder could contract the building in <br />60 days, where by Metal Building Construction will take 90 days. <br />The Chairman declared the motion of Commissioner Gustaveson died for <br />lack of a second. <br />Commissioner Walker moved that the bid of Lloyd Equipment Company of <br />$11,360 be accepted, since this is a local business. Commissioner Pinney <br />seconded the motion. <br />Chairman Whitted asked the County Attorney to state what basis a bid <br />can be accepted other than a low bid, <br />The County Attorney stated that other than a low bid, the County could <br />not subvert a purposeful bidding process. A ]:ength of time can be con- <br />sidered as a factor. <br />The Chairman called for a vote on the motion of Commissioner Walker. <br />Voting aye were Commissioners Pinney, Walker, Whitted, and Willhoit. Voting <br />nay was Commissioner Gustaveson. The motion was declared passed. <br />(For copy of Bids results see page 268 of this book':) <br />The County Manager asked that the County Attorney comment on the <br />appointments to the County Board of Health. <br />The County Attorney stated that the question was when should the <br />appointments take place, and he recommended that the Board of Commissioners <br />appoint the Interim Board of Health to became effective July 1, 1977. He <br />informed the Board that the present ~.nterim Board could not take official <br />action until they are formally appointed. This includes the adoption of <br />Ordinances. The Board does have the power to readopt Ordinances which the <br />District Board of Health has effected after July 1, 1977. Mr. Gledhill <br />stated that there is a notice requriement of two weeks of publi.catian be- <br />fore the Board can formally adopt Ordinances and the Ordinances be put into <br />law. <br />
