~~~ <br />MINU'S'ES <br />ORANGE CO[JNTX BOARD OF COMMISSIONERS <br />JUNE 21, 1977 <br />The Orange County Board of Commissioners met in regular session on <br />Tuesday, June 21, 1977, at 7:00 p.m., in the Commissioners' Room of the <br />Courthouse in Hillsbozough, N. C. <br />Those present were Chairman Richard Whitted, Commissioners Norman <br />Gustaveson, Jan Pinney, Norman Walker, and Donald Willhoit. <br />Others present were 5. M. Gattis, County Administrator, Neal Evans, <br />County Finance Director, Jeffrey GledhillF County Attorney, an'd Agatha <br />Johnson, Clerk. <br />The Chairman opened the meeting by referring tc Ttem 1 on the Agenda; <br />Persons not on this agenda having business to transact with the Berard of <br />Commissioners should make their presence known,. <br />The Chairman recognized William Lindsey who read a°â€¢statement expressing <br />his concern regarding the tax structure of Chapel Hill and Orange County. <br />Mr. Lindsey stated that the computation of taxes for a home property should <br />parallel with the person's ability to pay. He requested that the Board <br />search their hearts for understanding of this particular situation and to <br />search their minds for a solution to the tax matter. He spoke of proposed <br />legislation called a "Circuit Breaker Law" which allows that families not <br />be taxed more than a set percentage of the gross annual income on a home <br />resident. <br />Items that are to be added to the Agenda are item 4--D; Appointment <br />to the Carrboro Board of Adjustment and Commissioner Willhoit requested <br />that the Board set a work session with the Planning Board and staff to <br />discuss the Planning Staff's work plans.. <br />The County Manager asked that the Board consider a second page, which <br />had been handed to members of the Board, which is an additional budget <br />amendment for adoption. <br />The County Manager asked that the Board review the report on bid <br />results for construction of a 30' X 60' metal maintenance building. <br />The Chairman referred to Item 2: Minutes of the Board Meetings held <br />June 1, June 2, June 6, and June l4, 1977 are submitted far the Board's <br />consideration. <br />Following a review of the June 1, 1977 minutes, and upon a motion of <br />Commissoner Pinney, seconded by Commissioner Gustaveson, the June 1, 1977 <br />minutes were approved. <br />The June 2, 1977 minutes were reviewed and upon motion of Commissioner <br />Pinney, seconded by Commissioner Gustaveson, the June 2, 1977 minutes were <br />approved. <br />The June 6, 1977 minutes were reviewed and upon motion of Commissioner <br />Pinney, seconded by Commissioner Whitted, the June 6, 1977 minutes were <br />approved. <br />The June 14, 1977 minutes were .reviewed and upon motion of Commissioner <br />Pinney, seconded by Commissioner Gustaveson, the June 14, 1977 minutes were <br />approved. <br />The Chairman stated that the time was 7:30 p.m., which is the time <br />advertised for a public hearing to enlarge the South Orange Fire District. <br />The County Attorney, Jeffrey Gledhill, stated that the purpose of <br />the public hearing is to hear whether or not the South Orange Fire bistrict <br />should be extended to include the area indicated on the presented map and <br />as set forth in the application. xe presented to the Board a letter from <br />the Carrboro Town Manager in support o~ the application to extend the Fire <br />District. Mr. Gledhill stated that all necessary signatures required on the <br />application had been secured. <br />
