We believe <br />that adoption of these goals by the Commissioners will strengthen the course of direction <br />that we are setting for the Social Services Department as we approach the 21t Century. <br />m nt <br />e De art <br />e <br />has done an excellent job implementing the first phase of the Work First Plan. The <br />second phase involves more hard to serve recipients who have multiple, chronic <br />problems that must be addressed such as substance abuse, literacy issues, and very <br />minimal employment skills. They will require various intensive services for <br />themselves and their children. <br />::r: ;::::::::::£ .... .... ... .. .. ... <br />2. ;;'' :e.:i;t#btit Children and disabled adults <br />continue to be at serious risk of abuse and neglect in our County. The Department's <br />resources are stretched in an attempt to serve this increasing population. Our goal is <br />to reduce the risk of harm for children and disabled adults who are referred to the <br />Department for a protection plan. One of the critical areas that must be addressed is <br />the "after hours " system of responding to emergencies that occur between 5:00 P. M. <br />and 8:00 A. M. Over the past few years, we have seen a significant increase in these <br />emergency requests. The current response system is inadequate and is in need of <br />corrective action. We urge you to highlight this area in your goals for the next few <br />years. <br />3. Finally, we support the request of The Community Child Protection Team to establish <br />a group home for Orange County children who need therapeutic care and for teens <br />who need to learn independent living skills. Currently these children who are in The <br />County's custody must be placed in other counties. They are not delinquent children, <br />but children who do not have parents or relatives to care for them. <br />We look forward to working you on these and other goals to benefit the citizens of our <br />County.
