Our interest in technologies is <br />performance and cost, while the potential user's interest is in service. To <br />gain the attention ofpotential users, we have often denigrated. central <br />sewerage in favor of decentralized treatment systems. This is a mistaken <br />approach because onsite and cluster systems are not perceived by the <br />public as providing equal service.... What is good about central <br />sewerage — central management —is what is bad about onsite systems... . <br />When we are able to show that onsite systems can be designed and <br />operated over extended planning periods to meet water quality and public <br />health objectives, onsite technologies will gain stature equal to <br />conventional sewerage. This will be achieved only through centralized <br />management. While decentralization of treatment is the outcome, <br />centralization of management must be the approach." <br />Richard J. Otis, P.E. <br />V P., Ayres Associates, Madison , WI <br />1998 ASAE Onsite Conference <br />SUIViI'VIARY <br />On September 30, 1998, the ad -hoc WIMP Expansion Committee met at the <br />Southern Human Services Building in its first session to forge details for the <br />proposal. In attendance were Brenda Crowder - Gaines and Rick Marinshaw of the <br />Orange County Board of Health, Margaret Brown of the Orange County Board of <br />Commissioners, Pat Davis and Barry Jacobs of the OWASA Board, John Link and <br />Paul Thames of the Orange County Manager's office, Gene Bell of the Orange <br />County Planning Department, Ed Kerwin of the OWASA staff, and Rosie <br />Summers, Ron Holdway, Tom Konsler and Cornelia Ramsey of the Orange <br />County Health Department. A work group also met on October 21 to further <br />discuss details of the expansion. A final meeting of the frill committee met on <br />November 3 and finalized some of the details for the proposal. <br />Page 1 of 12 <br />
