Last printed 01/13/99 12:31 PM <br />MEMBERSHIP REQUIREMENTS FOR COUNTY BOARDS AND COMMISSIONS <br />NOTE: Unless otherwise indicated, Commissioners appoint members to these groups <br />REQUIRED BY GENERAL STATUTES <br />A. Groups On Which County Commissioners ARE Requested To Serve <br />BOARD OF HEALTH: This Board is mandated by the General Statutes 130A-35 which requires that a <br />member of the Board of County Commissioners serve. VACANT <br />BOARD OF SOCIAL SERVICES: This Board is mandated by GS 108-2 which does not require that a <br />County Commissioner serve on this Board. It does stipulate that two members of the board be <br />appointed by the Board of County Commissioners. A member of the Board of Commissioners does <br />serve. VACANT <br />EMERGENCY RESPONSE PLANNING COMMITTEE: Public Law 99.499 created those committees <br />across the country. Title III of SARA of 1986 (Section 301 and 303) required the creation of a new <br />state-local structure for handling emergency planning within each state. It was created in North <br />Carolina by Governor's Executive Order #49. The Public Law stipulates that one of the groups <br />represented will be local elected officials, including a member of the Board of Commissioners. It does <br />not stipulate who shall chair the meeting. VACANT <br />JOINT ORANGE-CHATHAM COMMUNITY ACTION, INC. This group is created by and responsible <br />to the North Carolina Department of Economic Opportunity. There is representation for elected <br />officials, including a member of the Board of Commissioners. MOSES CAREY, JR. <br />ORANGE/CHATHAM CRIMINAL JUSTICE PARTNERSHIP PROGRAM ADVISORY <br />COMMITTEE: This Committee was created by the General Assembly HB 281. It is charged <br />with supporting the implementation of the recommendations of the North Carolina Sentencing <br />and Policy Advisory Commission by providing supplemental community-based corrections <br />programs which appropriately punish criminal behavior and which provide effective <br />rehabilitative services. Each Board of County Commissioners appoints one member and they <br />appoint the remainder of the members. A County Commissioner is required to serve. <br />MOSES CAREY, JR. <br />JUVENILE CRIME PREVENTION COUNCIL: This Council will replace the Youth <br />Services Advisory Commission — As a result of GS 147.33.47. Comprehensive <br />Juvenile Delinquency and substance Abuse Prevention Plan the Youth Services <br />Advisory Commission will be ended. A new Council (the Juvenile Crime Prevention <br />Council) needs to be created by the Board of County Commissioners in order to <br />qualify for receiving funding for juvenile court services and delinquency prevention <br />programs. One requirement for the new Council is that a member of the Board of <br />County Commissioners serve. (One possiblility is that it will be combined with the <br />Orange/Chatham Criminal Justice Partnership Program Advisory Committee. <br />VACANT <br />Recommendation: <br />County Commissioner Must Or Should Serve <br />County Commissioner Should Act As A Liaison But Not Necessarily As A Voting Member <br />HABCSERVEDOC <br />
