The Board proposes that, after the above steps are completed, <br />representatives from Orange County, Hillsborough, Chapel Hill, <br />Carrboro and OWASA meet with representatives from the Orange- <br />Alamance Water System, Inc. (OAWS), the Town of Mebane, the City of <br />Durham, and in a subsequent phase, the Counties of Chatham and <br />Person, to determine whether those jurisdictions or utilities would <br />be willing to enter into a Water and Sewer Service boundary <br />agreement on an interim basis such as five years and a long-term <br />basis such as twenty years. <br />6. The Board proposes that representatives of the above local <br />governments and utilities discuss, in parallel with the water and <br />sewer service boundary considerations, the additional issues <br />identified in Attachment B (Correlative Objectives) of the December <br />4, 1994 Task Force report. <br />BE IT FURTHER RESOLVED that the Board authorizes the Chair to transmit <br />this resolution to the Mayors of the Towns of Chapel, Hillsborough and <br />Carrboro, and to the Chair of the Orange Water and Sewer Authority Board <br />of Directors, and other such parties as the Chair deems appropriate. <br />VOTE: UNANIMOUS <br />VI. SPECIAL PRESENTATIONS -NONE <br />VII. PUBLIC HEARINGS <br />A. CONSTRUCTION PROJECT FINANCING AGREEMENT FOR THE <br />JAIL/COURTHOUSE ADDITIONS AND SOUTHERN HUMAN SERVICES <br />CENTER <br />Finance Director Ken Chavious presented for receipt of public <br />comments a proposal from NationsBank to provide $2 million in installment <br />purchase financing for the planned additions to the Jail and New <br />Courthouse and for a portion of the Southern Human Services Center. The <br />county staff received and reviewed financing proposals from six <br />prospective lenders. They determined that the most advantageous proposal <br />is for the County to enter into an agreement with NationsBank at a 10 year <br />fixed rate of 4.350. <br />No public comments were made. A motion was made by Commissioner <br />Crowther, seconded by Commissioner Gordon to close the public hearing and <br />to approve the proposed financing agreement with NationsBank, subject to <br />final document review by County staff and County Attorney. <br />VOTE: UNANIMOUS <br />VIII.
