APPROVED 12/19/95 <br />1 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />TUESDAY, NOVEMBER 14, 1995 <br />The Orange County Board of Commissioners met in regular session on <br />Tuesday, November 14, 1995 at 7:30 p.m. in the OWASA community meeting <br />room in Carrboro, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and <br />Commissioners William C. Crowther, <br />Halkiotis (arrived at 8:35) <br />Alice M. Gordon and Stephen H. <br />COUNTY COMMISSIONER ABSENT: Commissioner Willhoit <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant <br />County Managers Albert Kittrell and Rod Visser, Clerk to the Board Beverly <br />A. Blythe (All other staff members are identified appropriately below) <br />I. ADDITIONS OR CHANGES TO THE AGENDA - NONE <br />II. AUDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Chair Carey said that citizens who want to speak to an item on <br />the printed agenda will be recognized at the appropriate time. <br />B. MATTERS NOT ON THE PRINTED AGENDA -NONE <br />PUBLIC CHARGE <br />Chair Carey dispensed with the reading of the Public Charge. <br />III. BOARD COMMENTS -NONE <br />IV. COUNTY MANAGER'S REPORT <br />John Link made reference to the article in County Lines about <br />Flexible Development and commended Planning Director Marvin Collins and <br />his staff for their contributions to this article. <br />Albert Kittrell reported that Times Warner and CVI did accept <br />the resolution which specified service to areas with 21.4 homes per mile. <br />V. RESOLUTIONS/PROCLAMATIONS <br />A. WATER AND SEWER SERVICE BOUNDARY TASK FORCE <br />John Link gave background information. The Board of <br />Commissioners considered this item on October 17 and instructed staff to <br />draft a resolution based on the Administration's recommendations including <br />additional items discussed by the Board on October 17. <br />Commissioner Gordon suggested amendments which would allow the <br />original Task Force to continue with its work to try to resolve the issues <br />in Attachment B, "Correlative Objectives" as well as other issues that <br />have since arisen, before expanding the group to include other governments <br />and utilities. <br />
