2 <br />V. RESOLUTIONS/PROCLAMATIONS <br />A. PROCLAMATION FOR NATIONAL HISTORIC PRESERVATION WEEK <br />A motion was made by Commissioner Halkiotis, seconded by <br />Commissioner Gordon to approve the proclamation for National Historic <br />Preservation Week as stated below: <br />NATURAL HISTORIC PRESERVATION WEEK <br />WHEREAS, historic preservation is an effective tool for managing growth, <br />revitalizing neighborhoods, fostering local pride and maintaining <br />community character while enhancing livability; and <br />WHEREAS, historic preservation is relevant for communities across the <br />nation, both urban and rural and for Americans of all ages, all walks of <br />life and all ethnic backgrounds; and <br />WHEREAS, it is important to celebrate the role of history in our lives <br />and the contributions made by dedicated individuals in helping to preserve <br />the tangible aspects of the heritage that has shaped us as a people; and <br />WHEREAS, Orange County is committed to preserving its historic <br />architectural and archeological resources for its citizens and future <br />generations; and <br />WHEREAS, "Real People, Real Places, Real History" is the theme for <br />National Historic Preservation Week 1995, cosponsored by the Orange County <br />Historic Preservation Commission and the National Trust for Historic <br />Preservation: <br />NOW, THEREFORE, the Orange County Board of Commissioners does hereby <br />proclaim May 14-20, 1995 as National Historic Preservation Week in <br />celebration of the cultural heritage of Orange County and hereby urges all <br />citizens to support historic preservation efforts. <br />VOTE: UNANIMOUS <br />B. RESOLUTION CONCERNING THE PRELIMINARY RECOMMENDATIONS FOR A_ <br />REGIONAL TRANSIT PLAN <br />The Board considered a resolution concerning the Preliminary <br />Recommendations for a Regional Transit Plan for the Triangle. The <br />Planning Board approved the recommendations by a vote of 8 to 1. One <br />member voted against the proposal because of a concern that while the <br />Fixed Guideway Study has been promoting the concept that it would focus <br />growth and alternative development patterns, she had concerns that it just <br />might promote additional growth patterns to those already present. <br />Commissioner Willhoit shared this concern. He made reference to <br />University Station and said that considering that area for fixed rail <br />would promote high density development and that a decision on growth and <br />where it should be concentrated and the County's goal for growth needs to <br />be decided. The County needs to determine what their builtout objective <br />is and where they want to go with growth. <br />Commissioner Halkiotis questioned the message he is sending to <br />the Stoney Creek group if he votes for this plan, a component of which <br />has not been fully resolved or discussed with that group. <br />Commissioner Crowther asked about carrying bicycles on the train <br />or buses and Jim Ritchie, TTA General Manager, said that this would be <br />their intention and needs to be incorporated specifically in the plans. <br />
