10 <br />expended, encumbered or been invoiced for approximately $190,000 from the <br />Piney Mountain project account for engineering, administration or <br />construction related expenses; and <br />WHEREAS, Orange County and OWASA staff have identified additional <br />construction, engineering and administrative expenditures beyond those <br />that have already been expended, encumbered, etc., which are necessary to <br />achieve a fully functional wastewater treatment system and which are in <br />excess of the funds currently on hand; and <br />WHEREAS, the North Carolina Division of Environment, Health and Natural <br />Resources has formally offered Orange County the $88,500 High Unit Cost <br />Grant which was allocated to Orange County by the North Carolina <br />Environmental Management Commission in September 1994; and <br />WHEREAS, Orange County and OWASA staff have evaluated the standard terms <br />and conditions, as contained within the grant offer document, for award of <br />the grant funds and have concluded that the County, with the assistance of <br />the Orange Water and Sewer Authority, can comply with said terms and <br />conditions as modified. <br />NOW, THEREFORE, BE IT RESOLVED: <br />1. That the Board of County Commissioners of Orange County does <br />hereby reaffirm that the County Manager, John M. Link, Jr., is the <br />individual authorized by the Board to accept grant funds on behalf of the <br />County and execute all the necessary documents and grant reimbursement <br />requests; and <br />2. That the Board of County Commissioners of Orange County does <br />hereby specifically give assurance to the North Carolina Environmental <br />Management Commission and the North Carolina Division of Environment, <br />Health and Natural Resources that Orange County will adhere to the fifteen <br />conditions outlined in Section II of the grant offer document, except as <br />to the assurance made in item F, where Orange County assures that the duly <br />authorized representative of the State has had and will have access to the <br />work whenever it is in preparation or progress, and that the contractor <br />has and will provide proper facilities for such access and inspection; and <br />3. The Board of County Commissioners of Orange County does hereby <br />gratefully accept the $88,500 in High Unit Cost Grant funds from the State <br />Clean Water Revolving Loan and Grant program. <br />VOTE: UNANIMOUS <br />X. REPORTS <br />A. SOUTHERN HUMP,N SERVICES CENTER PROJECT <br />The Board received information regarding the Southern Human <br />Service Center Project. The square footage of the project was reduced <br />from 34,000 to approximately 28,750. Even with the reduced square <br />footage, a budgetary overage between $400,000 and $500,000 is anticipated. <br />The staff recommends that this overage be funded through private <br />placement, sought after January 1, 1996. <br />Mr. Zack, the architect, presented the plans for the facility. <br />The multipurpose room will seat 160 people and there will be several <br />meeting rooms across the hall for small meetings or closed sessions. <br />Commissioner Crowther was concerned that the entrance to the <br />parking area was too prominent so that this "garage" area might appear to <br />be a major entrance.
