5 <br />John Link asked that the Board of County Commissioners consider a <br />joint proposal on how to proceed with the proposed "Shaping Orange <br />County's Future" initiative, including designation of a lead agency, <br />project budget and time schedule. He recommended that the lead agency be <br />Orange County and that the timeline be as presented in the agenda with <br />October, 1997 as the completion date. <br />Marvin Collins gave a brief overview of the workplan. <br />A motion was made by Commissioner Willhoit, seconded by <br />Commissioner Crowther to appoint Commissioners Crowther and Gordon to <br />represent Orange County on this steering committee. <br />VOTE: UNANIMOUS <br />A motion was made by Commissioner Gordon, seconded by Chair Carey, <br />Jr. to approve the proposal as presented in the agenda with cost <br />distribution based on population basis with Orange County paying the Town <br />of Hillsborough's share. <br />VOTE: UNANIMOUS <br />8. SCHOOL AND RECREATION SITE DEVELOPMENT <br />Chair Carey, Jr. asked that the Board consider adopting a <br />resolution endorsing in concept the need for intergovernmental <br />cooperation for construction of a new school and parks and recreation <br />facilities south of Chapel Hill. The developer of the Southern Village <br />has indicated a desire to donate land for a future school. This property <br />is contiguous with property owned by the Town of Chapel Hill where they <br />plan to put a park. <br />Commissioner Willhoit said that while this appears to be a good <br />idea, the net value of the land versus the impact fee offsets needs to be <br />considered. <br />County Attorney Geof Gledhill said in answer to a question from <br />Commissioner Gordon that the developer would add the cost of the fees to <br />each lot for the value of the land donated which is what will establish <br />the credit for them. The result is probably a contract between the <br />County and the developer with respect to impact fees and that contract <br />would be used for deciding how to charge impact fees Geof Gledhill will <br />advise the Board on how the procedure could work. <br />A motion was made by Commissioner Willhoit, seconded by Chair <br />Carey, Jr. to approve the resolution as stated below with Chair Carey, <br />Jr. and Commissioner Gordon representing the County in these discussions. <br />A RESOLUTION ENDORSING IN CONCEPT THE NEED FOR INTERGOVERNMENTAL <br />COOPERATION FOR CONSTRUCTION OF A NEW SCHOOL AND PARKS <br />AND RECREATION FACILITIES SOUTH OF CHAPEL HILL <br />WHEREAS, the Southern Village development and nearby existing <br />neighborhoods will provide a cluster of population in the area south of <br />the present Town limits as planned in the Southern Small Area Plan as <br />adopted by the Town Council; and <br />WHEREAS, the Town of Chapel Hill owns about 80 acres which were acquired <br />in the 1980s for a future Southern Community Park near Dogwood Acres and <br />the now planned Southern Village; and <br />WHEREAS, the Town Council has an interest in transportation, parks and <br />recreation, resource conservation and other matters related to <br />construction of a future school and public parks and recreation <br />facilities south of the present Town limits; and <br />
