4 <br />$~ MINUTES <br />The Board approved the minutes for February 21, March 8 and March <br />15, 1995. <br />C. SUNDANCE POND - SECTION TWO PRELIMINARY PLAN <br />The Board approved the Resolution of approval as attached on pages <br />of this agenda for the Preliminary Plan for Sundance Pond - <br />Section Two. The property is located in Cheeks Township on the east side <br />of Dimmocks Mill Road approximately .01 mile north of the intersection <br />with the southern loop of Moorefields Road. Three lots are proposed from <br />5.22 acres. <br />VOTE: UNANIMOUS <br />IX. ITEMS FOR DECISION - REGULAR AGENDA <br />A. ADVERTISEMENT - MAY 31 QUARTERLY PUBLIC HEARING <br />A motion was made by Commissioner Crowther, seconded by <br />Commissioner Gordon to approve the advertisement for the May 31, 1995 <br />Public Hearing as presented in the agenda with the addition of a rezoning <br />for Piedmont Quality Electrical Services, Inc. and a revision to the <br />language used in the advertisement for Article 8.2 Special Uses as <br />submitted by the County Attorney. <br />VOTE: UNANIMOUS <br />B. ADVERTISEMENT - MAY 25 PUBLIC HEARING FOR PUBLIC SCHOOL IMPACT FEES <br />Planning Director Marvin Collins acknowledged and thanked the SOS <br />(Save Our Schools) group for their assistance in obtaining student <br />generation rates. This information will be further defined when the <br />technical report is completed. <br />Discussion ensued on which amount to put in the advertisement. <br />Commissioner Willhoit favored $1900 while Chair Carey, Jr. favored the <br />$1500 maximum amount. Commissioner Gordon said she would be willing to <br />support either the $1500 or $1900 fee and was seeking to determine <br />whether there was a majority of Commissioners supporting one of these <br />amounts. Commissioner Crowther indicated he is opposed to any increase <br />in the impact fee on residential development and asked that the County <br />look at applying the fee to nonresidential development. <br />A motion was made by Commissioner Gordon, seconded by Chair Carey, <br />Jr. to approve the advertisement as written with a revision in the <br />amendment changing the word "reduce" to the word "supplement". <br />VOTE: AYES, 3; NOS, 1 (Commissioner Crowther) <br />C. CABLE TV EQUIPMENT AND INSTALLATION RATE ADJUSTMENTS <br />The Board received a request from Time Warner for Cable TV <br />Equipment and Installation rate adjustments. <br />Bob Gwyn, Chair of the Cable TV Advisory Committee, told the Board <br />of County Commissioners that the Committee plans to finalize the <br />franchise renewal proposal and hold public meetings in the various <br />townships to get public input. They plan to present this proposal to the <br />Board of County Commissioners in August. The TV Advisory Committee <br />recommends approval of these adjustments as presented in the agenda. <br />A motion was made by Commissioner Willhoit, seconded by Chair <br />Carey, Jr. to adopt and authorize the Chair to sign the order approving <br />adjustments for equipment and installation rates as presented in the <br />agenda. <br />VOTE: UNANIMOUS <br />D. IMPLEMENTATION - SHAPING ORANGE COUNTY'S FUTURE INITIATIVE <br />
