APPROVED 6/26j95 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />MINUTES <br />MAY 1, 1995 <br />1 <br />The Orange County Board of Commissioners met in regular session on <br />Monday, May 1, 1995 at 7:30 p.m. in the courtroom of the Old Courthouse <br />in Hillsborouah. North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr, and Commissioners <br />Alice M. Gordon, William L. Crowther and Don Willhoit. <br />COIINTY COMMISSIONER ABSENT: Stephen H. Halkiotis <br />I. ADDITIONS OR CHANGES TO THE AGENDA <br />Chair Carey added to the agenda an appointment for the ABC Board. <br />Later, it was decided to add this appointment to the next meeting's <br />agenda. <br />II. AIIDIENCE COMMENTS <br />A. MATTERS ON THE PRINTED AGENDA <br />Chair Carey stated that citizens who wish to speak to items on the <br />printed agenda will be recognized at the appropriate time. <br />B. MATTERS NOT ON THE PRINTED AGENDA <br />Rachel Phelps Hawkins of Hillsborough presented a written statement <br />and a petition with 440 signatures. In summary she asked that the Board <br />of County Commissioners fully investigate additional recycling efforts <br />and mandates which would increase even further the life of the current <br />landfill. The 440 people who signed the petition did so in protest of <br />further consideration of Site 9's location as a landfill for Orange <br />County and urges the Board of County Commissioners to take an immediate <br />stand to investigate recycling, incineration, and new technology in <br />disposing of garbage. <br />PIIBLIC CHARGE <br />Chair Carey, Jr. dispensed with the reading of the Public Charge. <br />III. BOARD COMMENTS <br />Commissioner Gordon asked that the staff consider the requirement <br />of some sort of performance bond for projects which are started and not <br />finished. She made reference to a project in downtown Chapel Hill which <br />was abandoned, leaving a large hole in some property located on Rosemary <br />Street. <br />IV. COUNTY MANAGER'S REPORT - NONE <br />V. RESOLIITIONS/PROCLAMATIONS <br />A. ORANGE COIINTY CONSOLIDATED HOIISING PLAN/1995 HOME PROGRAM DESIGN <br />A motion was made by Commissioner Crowther, seconded by <br />Commissioner Willhoit to adopt a resolution approving the Consolidated <br />Plan for Housing and Community Development Programs in Orange County and <br />approve the proposed HOME Program Activities for 1995-96 as stated below: <br />RESOLUTION AUTHORIZING THE SUBMISSION OF THE ORANGE COUNTY <br />
