4 <br />Economic Development Director Ted Abernathy explained that the group <br />will review the present Orange County Economic Development Strategic <br />Plan and recommend updated goals and programs. It is anticipated that <br />the work will be completed by early December, 1995 and presented to the <br />Board of County Commissioners at their December 4, 1995 meeting. <br />Discussion ensued on number and composition of membership. <br />A motion was made by Commissioner Willhoit, seconded by <br />Commissioner Halkiotis to approve the charge, membership, staffing and <br />time schedule adding to the membership 1 representative from the <br />Triangle Land Conservancy and the Institute for Southern Studies and <br />changing the name of The Neighborhood Alliance to the Alliance of <br />Neighborhoods. <br />A motion was made by Commissioner Gordon, seconded by Commissioner <br />Crowther to amend the motion adding to the list in Charge #4 growth and <br />environmental qualities. <br />VOTE ON THE AMENDMENT: UNANIMOUS <br />VOTE ON THE MAIN MOTION: UNANIMOUS <br />B. MIDWAY DEVELOPMENT COMMISSION <br />A motion was made by Commissioner Gordon, seconded by Commissioner <br />Halkiotis to approve the request from Midway Development Commission and <br />appropriate $750.00 from the Commissioners Contingency Account which <br />will help pay the rent for a resource center and small business <br />"incubator" facility in the Midway area. The Midway Development <br />Commission has agreed-to provide a status report to the EDC and the <br />Commissioners at the end of the year. <br />VOTE: UNANIMOUS <br />C. 1995 ORANGE COIINTY AFFIRMATIVE ACTION PLAN <br />Personnel Director Elaine Holmes presented the draft updated 1995 <br />Orange County Affirmative Action Plan for the Board's consideration and <br />reported on the completed Affirmative Action Plan period. The County <br />has been doing very well with its effort to meet the goals set by the <br />Affirmative Action Plan. Upon approval of the plan, the County will <br />communicate the plan both internally and externally, including <br />employees, supervisors and recruitment sources. <br />A motion was made by Commissioner Halkiotis, seconded by <br />Commissioner Willhoit to accept the Orange County Affirmative Action <br />Plan and authorize the Chair to sign the memorandum to recipients of the <br />plan. <br />VOTE: UNANIMOUS <br />%. REPORTS <br />A. 1994 SNAPSHOT OF HUMAN SERVICES <br />Albert Kittrell reported that the Human Services Coordinating <br />Council, composed of representatives from the United Way, Towns of <br />Chapel Hill and Carrboro, Association of Community Agencies and Orange <br />County has developed the 1994 Snapshot of Human Services. The Snapshot <br />identifies emerging issues and needs of human services and assists local <br />funders in setting human services priorities. Jan Schopler, Chair of <br />the Coordinating Council and Anita Daniels from United Way presented an <br />overview of the report. Jan Schopler said that the snapshot includes a <br />survey of current needs in the County from the perspective of all the <br />agencies including County departments and the nondepartmental agencies <br />funded by the County. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner <br />Crowther to accept the report. <br />
