zzs <br />Upon motion of Commissioner Gustaveson;, seconded lay Commissioner <br />walker, it was moved and adopted to endorse the Resolution as presented <br />by the Planning Board. <br />"Whereas, Section 1D of the Ordinance Establishing a Planning Board <br />for orange County authorizes the Planning Board to recommend the <br />establishment of Advisory Councils by the Board of County Commissioners <br />to the end that the Planning Board's investigations and plans may <br />receive fullest considerations, and <br />whereas Section SV o£ the Planning board bylaws states that the Board <br />shall recommend the establishment of Advisory Councils to assist it <br />in its work, that an Advisory Council shall be established for each <br />township and shall be composed of residents of that township, and <br />finally that members of the Advisory Councils shall be appointed by <br />the Chairman of the Planning Board upon approval by the Planning Board. <br />Therefore, be it resolved that the Planning Board hereby recommends <br />the establishment of township Advisory Councils by the Board of <br />County Commissioners. <br />The purpose of these Advisory Councils shall be to: <br />1. Aid and advise the Planning, Board on the development of <br />County land use plans and policies with respect to each township, <br />2. Provide a vehicle for identifying and anticipating community <br />needs and problems that relate to planning for each township, <br />3. Provide a forum for education about land use problems and <br />land use planning, <br />4. Provide a mechanismfor continuous input to plans, policies, <br />anal regulations that concern Orange County, <br />5. Provide a forum for two-way communication between the commu- <br />nity and local government, <br />6. Insure consideration of the county-wide impacts of local <br />problems, <br />7. Insure consideration of long range impacts of present local <br />problems, <br />8. Recommend desirable alternatives for dealing with local issues, <br />9. Recommend desirable alternatives fox dealing with county- <br />wide issues which may arise from local problems. <br />The organization and structure of each Advisory Council shall be re- <br />commended by each Council and approved by the Planning Board. <br />All bonafide residents of a township shall be eligible for membership <br />on the Advisory Council in that township." <br />Chairman Whitted recognized Mr. Robert Drakefoxd, a member of the <br />Carrboro Board of Aldermen who was present to speak of the formula fox <br />allocating the slots for the manpower funding. <br />Mr. Drakeford stated that Carrboro was hoping that the formula could <br />be changed to increase Carrboro's allocation of positions. Carrboro is <br />presently receiving funding for 12 positions, however, they would like to <br />have funding for 19 positions, or else a compromise between 12 and 19 <br />positions. He stated that Carrboro is operating with a limited budget and <br />was attempting to keep the tax rate as low as possible. That additional <br />slots for this funding would be a way to help the Town accomplish this. <br />Chairman Whitted stated that the formula was arrived at by representa- <br />tives from the County, Chapel Hill, Carrboro, and Hillsborough based on <br />unemployment rates in the area, and not on any population rate. <br />Commissioner Gustaveson stated that there were 83 requests and that <br />each unit of government felt their request was important, however, there <br />are only 27 slots to be filled. <br />Fuxther discussion ensued. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner Pinney, <br />it was moved and adopted to approve the formula as presented by the County <br />Manager for the consortium slots. <br />
