X25 <br />The second item on the agenda <br />adopted by the Planning Board for <br />various townships in the County. <br />was regarding discussion of a Resolution <br />establishing of Advisory Councils in <br />Chairman Whitted recognized Pat Crawford, Andrew Dobelstein and <br />Lindsey Efland, members of the County Planning Board, and Hal Minis, <br />of the Planning Staff. <br />The Board of Commissioners had reviewed this resolution at an earlier <br />meeting. At that meeting, the Planning Board requested that the Commis <br />sinners accept the Resolution and thereby authorize the establishment of <br />the Advisory Councils. Following discussion, the Board of Commissioners <br />deferred endorsing the resolution. <br />Commissioner Gustaveson stated that one of his concerns was the <br />vagueness of the organization of establishing the Advisory Coundils and <br />the central charge to the Advisory Councils. Another vagueness was the <br />appointments, which at some point should be brought to the County Board <br />for approval. <br />Andrew Dobelstein stated that the Committee which drafted the resolu- <br />tion was not sure of the final structure of the Advisory Councils, however, <br />they felt at some point the Council appointees should be approved by the <br />Commissioners. Regarding the structure, the feelings of the Planning <br />Board was to not present a pact sort of structure to the people, but to <br />give them an opportunity to evolve around their own interest, that the <br />councils needed flexibility and scope. The Planning Committee was also <br />aware of certain risks in terms of being able to control what areas of <br />planning were taking place, however, the Committee felt that since the <br />work was to be approved by the County Commissioners, that this would be a <br />type of control. <br />Commissioner Gustaveson stated that the Board was really concerned <br />with community participation in deciding on the Land Use Map and the <br />Planning Map. That in past task groups, unless a clear charge was given <br />the task force members were unsure of what is expected of them. He added <br />that it must be clear that the charge is that we are moving to zone these <br />different townships and that participation is needed to help extend the <br />Zoning ordinance. <br />Pat Crawford stated that some of the members of the Planning Board <br />felt that County-wide zoning and the Land Classification Map were one of <br />many specific charges, that this was a format to establish the Councils so <br />that after the zoning there will be other .things to consider. The Zoning <br />and the Land Use Classification were the primary purposes of the Councils, <br />and did not need to be put into the general organization of the resolution. <br />Further discussion ensued concerning the charge of the Planning 'Board, <br />that it be clear that the Planning Board, and the Advisory Councils work <br />parallel with the Planning staff. <br />Lindsey Efland stated that the Advisory groups would work under the <br />Planning board and the Planning Staff. Effort will be made to provide a <br />sense of direction. <br />Chairman Whitted stated that it was important .to keep the work sche- <br />dule in the fopefx'ont. Bingham, Cheeks, and Hillsborough Townships have <br />been identified as critical areas and that the County is behind in getting <br />a land use plan adopted for these Townships. He added that he did not <br />hear anything contrary to this from these representatives of the Planning <br />Board. The Chairman stated that there should be a formal construction of <br />the Advisory Councils, and that everyone attending the meetings of the <br />Councils is not an automatic members of the Councils. <br />Commissioner Gustaveson stated that only the aforementioned townships <br />were intended to be worked with at this time, that the Planning Staff did <br />not have the resources to go into all the Townships now. He stated further <br />that if the staff and the Planning Board are clear regarding the charge <br />that he would have no objections to adopting the resolution. <br />Pat Crawford stated that there would be a core group who would be <br />responsible to the Planning Board and that these core grops would be set <br />up in each of the townships. <br />
