22~ <br />MINUTES <br />ORANGE COUNTY $OARD OF COMMIS5IONERS <br />MAY 26, 1977 <br />The Orange County Board of commissioners met on Thursday, May 26, <br />1977, at 7:30 p.m., in the Commissioners' Room of the Courthouse in <br />Hillsborough. <br />Those present were Chairman Richard Whitted, Commissioners Norman <br />Gustaveson, Jan Pinney, and Norman Walker. <br />Commissioner Donald Willhvit was absent. <br />Others present were S. M. Gattis, County Manager, Jeffrey Gledhill, <br />County Attorney, and Agatha Johnson, Clerk. <br />Chairman Whitted requested that the Board approve the April 21 ;, .and <br />April 26 Board of Equilization and Review minutes. Other members of the <br />Board requested a few minutes to review the minutes before approval. <br />The Chairman informed those present that the Board needed to review <br />the allotted slots of the Durham-Orange Employment Training Service and <br />to take aciton on the recommended formula. <br />Another item on the agenda for this meeting is the Resolution prepared <br />and adopted by the Orange County Planning Board regarding establishing <br />Advisory .Boards in various townships. <br />Commissioner Pinney requested that the Board review and approve the <br />Emergency Shelter proposal to be submitted to LEAA for funding. <br />The Board agreed to hear these agenda items. <br />Item 1: The Chairman referred to a memorandum received from the <br />County Manager which stated that the total manpower funds for the next <br />fiscal year to Orange County is $560,000. This sum covers existing <br />positions as well as provides for new positions. Administrative costs <br />of $39,000 will be deducted from the $560,000 leaving a balance of <br />$521,000 which is estimated to fund sixty positions. Allocations to the <br />participating units are based on the following ratios: Orange County 40 <br />percent, the Town of Chapel Hill, 25 percent, Hillsborough - 15 percent, <br />and Carrboro, 20 percent. <br />The Mayor of Hillsborough has requested a meeting to discuss these <br />allocations with the other units of government. <br />The Chairman recognized Mayor Cates of Hillsborough. Mayor Cates stated <br />that the Town of Hillsborough was in agreement with the formula and the <br />allocations, but he was present to request the possibility of the County <br />relinguishing some of their slots to the Town of Hillsborough for the in- <br />stallation of sewer lines in the County. Mayor Cates stated that without <br />adequate manpower, his maintenance crews may not be able to complete the <br />sewer project. Of the 7 positions allocated to Hillsborough, 6 o f.these <br />positions are for construction of the sewer and water lines. Mayor Cates <br />stated that the Town of Hillsborough had picked ~p 2 of these positions in <br />their 1976-77 budget. <br />The Chairman recognised Kurt Jenne, Town Manager of the Town of Chapel <br />Hill. Mr. Jenne stated that Chapel Hill did endorse the formula and <br />stated that there was a critical need for the new positions which were re- <br />quested in a letter from Mayor James Wallace, as well as the existing posi- <br />tions. <br />The Board agreed to delay acki on on this request until a representative <br />from the Town of Carrboro arrives. <br />After a review of the April 21, 1977 minutes, and upon motion of <br />Commissioner Gustaveson, seconded by Commissioner Pinney, the minutes of <br />April 21, 1977 were approved. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, <br />the minutes of April 26, 1977 were approved. <br />
