z~.~ <br />of land.• <br />The County Manager stated that this was a straight sale and it was not <br />required that bids be left open for thirty days. <br />Upon motion of Commissiener Gustaveson, seconded by.Gommissioner Pinney, <br />it was moved and adopted to approve the sale of the property in Hillsborough <br />Township and on the east side of Nash Street. <br />(For copy of deed to Otis Wright, see page 219 of this book.) <br />The Board discussed briefly other departments within the County, _ <br />which the Commissioners would like to hear from during the budget hearings. <br />Those departments are Agriculture Department, Sheriff Department, Register <br />of Deeds, Planning Department and the County Manager will report vn the - <br />Animal Shelter Program. <br />Mr. Gattis presented to the Board a budget request for the Sanitation <br />Department. He stated that the largest single items for this Department ~~ <br />would be for fuel and tires. This budget includes four additional positions, <br />which the County Manager hopes will be funded with CETA Funds. Mr. Gattis <br />stated that approximately 25 additional dumpsters will be required, and <br />many of the presently owned containers are in need of repair. The proposed <br />budget for 1977-78for•Sanitation is $55,626. <br />The County Manager presented a proposed budget for the Motor Pool <br />Department. The budq.et showed a reduction in funds for equipment over <br />the 1976-77 request, however, there is an increase in fuel, which includes <br />both gas and oil. This budget includes one new position of mechanic hel~'.ter• <br />which may be funded with CETA funds. <br />Mr. Gattis informed the Board that there was a saving in the construc- <br />tion of the maintenance garage and enough money in this year's budget for <br />the construction of another maintenance facility which would be approximately <br />40 feet by 60 feet. <br />This new facility could be used for repairing the dumpsters, for <br />use by buildings and grounds personnels and for storage. <br />The consensus of the Board was to agree with the County Manager's <br />suggestion. <br />Commissioner Willhoit spoke of the possibility of the Ceunty garage <br />maintaining vehicles operated by Council. an Aging and other agencies. He <br />stated that he believed there would be a sufficient saving of maintenance. <br />cost to these agencies. The proposed budget of the Motor Fool is $70,780. <br />Mr. Gattis presented to the Board budget request for Buildings and <br />Grounds. The proposed budget for this department if $245,399. The objectives <br />for 1977-78 are: (1) Secure additional personnel in order to adequately <br />maintain and repair recently acquired County properties, (2) in the new <br />year, in additino to normal custodial and maintenance function, to provide <br />repair activities to the Grady Brown School Buildings, to the Cedar Grove <br />School, to the Northside School, to the New Courthouse, Old Courthouse, <br />Agriculture Building, Jai1,.Health Department and the Social Services <br />Building. The Manager reviewed with the Board specific repairs needed in <br />each of these buildings. The budget requested a new position of Building <br />and Grounds Superintendent, six maintenance helpers, one clerk-typist and <br />one Custodian part-time. <br />Commissioner Willhoit suggested the possibility of combining the <br />operations of Buildings and Grounds with the two school systems, thereby <br />the County would have access to specialized people to maintain certain <br />equipment. The Gounty Manger will discuss this passibility further with <br />the two Superintendents of Schools. <br />Commissioner Gustaveson stated that one priority for next year should <br />be to releive the Tax Supervisor of the building and grounds responsibilities. <br />The County Manager presented tv the Board a tentative budget for the <br />Emergency Medical Service. An attachment to the tentative budget stated <br />that the Johnson Foundation had provided a grant of $430,000 to the Joint <br />Chatham-Orange Emergency Medical Services Council to implement in each <br />county, an emergency communication system. In concept, by dialing 911 in <br />either county, one reaches a central dispatch center that can mobilize law <br />enforcement, fire or emergency medical services immediately, as well as pro- <br />
