Orange <br />County, while fully compliant, maintains this rule is <br />expensive, unnecessary, and detrimental to waste <br />reduction goals. The cost of losing 3 months of <br />capacity in the MSW landfill due to the shift of C&D <br />materials is estimated at $240,000 per month or a total. <br />of $720,000.
