8 <br /> Commissioner Pelissier agreed with Commissioner Nelson's concerns and said that the <br /> problem they face by doing it altogether is the fact that staff can only do technical things and <br /> cannot deal with land use. The elected officials must deal with land use. If the County is going <br /> to sign the MOU, she thinks that the elected officials must start the political part and the land <br /> use part right away. <br /> Commissioner Gordon asked about the urgency of this and if it would be problematic <br /> for the MOU to be crafted differently. <br /> Dave Stancil said that Orange County has a lot of issues to consider. He does not <br /> know whether all of the other partnership members are going to be as interested in this topic <br /> as Orange County is. If more language is added, then there is a risk that it will not be <br /> acceptable to some of the partners. There are some jurisdictions within this region that are <br /> ready to pursue allocations now. <br /> Commissioner Yuhasz said that it is important that Orange County has a seat at the <br /> table. He said that Orange County staff is involved in these discussions and is aware of the <br /> County Commissioners' concerns. He said that the County could sign the agreement and then <br /> look at language modifications afterwards. He does not want to see the participation delayed <br /> as a result of the concerns. <br /> Chair Foushee agreed and said that there is no way that Orange County can influence <br /> the decisions made unless it has a seat at the table. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Hemminger <br /> to authorize the Manager to sign the Memorandum of Understanding and direct the Manager <br /> and staff to pursue any needed interlocal discussions or agreements on growth management <br /> and elected official policy oversight; with the stipulation that the additional interlocal <br /> discussions or agreements on growth management and elected official policy oversight reflect <br /> points 1, 2, and 3 on page 11; and include immediately engaging the municipalities of Orange <br /> County; mainly Chapel Hill, Carrboro, and Hillsborough in discussing water resource planning. <br /> VOTE: Ayes, 6; No, 1 (Commissioner Nelson) <br /> Commissioner Jacobs asked about the leadership role the State is playing and Dave <br /> Stancil said that there have not been recent conversations with the Division of Water <br /> Resources.
