~.~z <br />The opinion of the Board was that Mr. Walker could send the letter to <br />Mr. Boyles if he wished, however, the Board did not feel they should en- <br />dorse the letter. <br />The Clerk was instructed to forward the letter to the Local Government <br />Commission with copies sent to the Chairman of the Person and Chatham <br />Counties' Boards. <br />Ttem 13: Discussion of energy in Orange County. <br />Commissioner Gustaveson stated that his concern is that as budget <br />time approaches, the Boad should think seriously about implementing an _ <br />energy plan as well as think again about an energy person on the County <br />Staff. He stated that the Town of Chapel Hill is interested in funding <br />one-half of an energy position. An arrangement with Chapel Hill can be <br />made to have a full-time person, plus additional funds to maintain an <br />energy office. He added that he would like to see this Board discuss <br />with Chapel Hill, before budget time, a job description for such a person. <br />Mr. Gustaveson stated that the Stae would have two State Planning Grants <br />to become available in October, 1977, which will provide two local funds <br />for energy conservation management programs as a model. He stated that <br />since Orange County had a headstart, that they should be first in line <br />for receiving funds. <br />Commissioner Pinney spoke of an engineer to operate County buildings, <br />someone who is an expert in a lot of fields, as well as energy. He stated <br />that he felt someone with these functions would be .extremely useful to the <br />County. <br />Commissioner Gustaveson stated that with the mandated building stan- <br />dards which are foreseen for the future, it would take a professionally <br />trained person who would work with the County's Building and Plumbing <br />Inspectors. He stated that this will be needed"in the County, however, <br />he also felt a.person whose interest is in energy alone will be needed. <br />He recommended that the Commissioners act on this proposal from <br />Chapel Hill to have an energy person responsible to both local govern- <br />ments as soon as possible. He suggested that an interim committee of <br />Kurt Jenne, Sam Gattis, a County Commissioner, and representatives from <br />the Chapel Hill Board of Alderman develop ajob description for such a <br />energy person. <br />Commissioner Gustaveson stated that:.he would be happy to serve as <br />the County's representative to this interim committee. The interim <br />committee will meet and bring recommendations back to the Board of Coimnis- <br />sioners. <br />Chairman Whitted informed the~Board that at the April 4th meeting of <br />this Board, recommendations were requested for appointees as Trustees to <br />the Interim Cedar Grove Fire Department. These recommendations are Jim <br />Sparks from the Walnut Grove Community, Melvin Beasley from Cedar Grove <br />and aerritt Dixon from the Carr Community. <br />Upon motion of Commissioner Pinney <br />it was moved and adopted to appoint Jim~SparksaeMelvinoB asleoner Walker, <br />Dixon as Trustees to the Interim Cedar Grove Fire Department.y~ and Merritt <br />The Board recommended that the Little River~Fire Department be made <br />aware of their need to submit nominees as Trustees to this Fire Department. <br />The meeting was adjourned. <br />.n F ~ . <br />Ric ardl <br />Whitted, Chairman <br />Agatha Johnson, Clerk <br />
