A. C. Dupree Smith - this plat proposes the division of a 2.5 acre <br />lot from a thirty-eight acre tract. Both parcels will front on a paved <br />State Road. This is a minor subdivision plat. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Walker, <br />it was moved and adopted to approve the minor subdivision plat of C. <br />Dupree Smith. <br />B. James R. Ladd plat was not heard. <br />Item 4: The Planning Staff desires to present information relative <br />__ to the Foxlair Subdivision. The agenda-attachment stated that two months <br />ago, the Board approved the Foxlair Subdivision. A unique feature in this <br />subdivision was a ford to provide access to lots across New Hope Creek. <br />The Board approved the concept of this ford conditioned upon its being <br />constructed high enough to provide access during the fifty year Hoed. <br />The Planning Department has established to its satisfaction the level of <br />the fifty year flood. A ford to this level woudl in fact be a major dam. <br />Mr. Edwards stated that the developer of Foxlair needed the Board's <br />approval of the bridge which had been constructed of large pipes and con- <br />Crete. The bridge is 52 inches high and the Erosion Control Officer thinks <br />the stream will ge over the bridge one time a year. An engineer from Rose, <br />Pridgen and Freemon has inspected the bridge and feels that the creek pro- <br />bably will not go over the bridge at all. <br />The Planning Board has approved the bridge with the stipulation that <br />buyers of the property in the back of Foxlaiz Subdivision be made aware <br />of the problem of access during the fifty year flood. Mr. Edwards stated <br />further that the developer would need additional erosion control for one <br />side of the bridge. <br />Aiscussion ensued concerning the slope of the land on the creek. <br />Upon motion of Commissioner Walker, seconded by Commissioner <br />Gustaveson, it was moved and adopted to approve the bridge as constructed <br />over New Hape Creek in the Foxlair Subdivision, deleting the previously <br />__._ approved 50 year flood plan, but with proper safeguards for the bridge. <br />Mr. Edwards informed the Board of an educational session regarding <br />-- the new Subdivision Regulations to be held on Monday, April 26, 1977, at <br />7:30 p.m., in the District Courtroom of the Courthouse in Hillsborough. <br />The Chairman asked if the Board would approve the April 4, 1977 <br />minutes. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson <br />it was moved and adopted to approve the minutes of April 4, 1977. <br />Item 5: Appointment as position of First Alternate an the Orange <br />County Board of Adjustment was deferred. <br />Chairman Whitted referred to Item 8: The Manager requests the <br />Board's comments concerning the proposed lease agreements for Northside <br />and Cedar Grove School properties. <br />The Chairman recognized Alice Phalan, Director of the Headstart <br />Program at Cedar Grove Schoel, and asked the Board if there was further <br />discussion of the lease agreements for Northside and Cedar Grove School <br />properties. n <br />11 ~y <br />Commissioner Pinney stated that he would/the lease agreements to <br />-- reflect that Joint Orange Chatham Community Action (JOCCA) could lease <br />the buildings from the County, but that they cannot sub-lease. The <br />County should be in charge of county buildings. <br />Commissioner Gustaveson stated that he felt page 4, sectiob 8 of <br />the lease agreement for Cedar Grove prevented JOCCA from sub-leasing <br />without the written consent of the County Commissioners. <br />Commissioner Pinney stated that he felt the County should not sub- <br />lease any buildings, but should lease the building to JOCCA and any <br />separate group which may go into the building should also lease through <br />the County. <br />
