Durham County <br />Commissioners have agreed to continue the Consortium through September, <br />1978. <br />Chairman Whitted, who also serves on the Consortium Advisory Council, <br />stated that he felt the Board'would want the Consortium Agreement to con- <br />tinue. That last year there was some.modificatians to the agreement <br />relating to membership and the electing of a Chairman. <br />Commissioner Pinney asked if the goals of last year, as set out in <br />the agreement had been accomplished? <br />Mr. Stone replied that this varied according to programs. In the <br />basic training program, with the factors of unemployment and poverty, <br />placed Orange County to receive 28 percent of the training funds. He <br />stated that every effort had been made to reach that goal. Title VI, <br />which is the Public Service Jobs Program, money is allocated by the <br />.Department of Labor based on area share of unert~ployment. What ever <br />dollar; amount produces so many jobs in Orange County, is what the Service <br />will go with. In the Summer Youth Employment Program, 30 percent of the <br />funds and 30 percent of the slots are designated for Orange County. <br />Commissioner Pinney requested a breakdown of programs and funds <br />available to Orange County with sex and race set out. He a3;so asked <br />for the same breakdown for Durham County. <br />Commissioner Gustaveson stated that he would like to see what has <br />been accomplished in terms of last year's goals. He added that he felt <br />Orange County should think in terms of renewing the Consortium Agreement. <br />He stated further that a good review to see what problems exist would be <br />heldful. <br />Mr. Stone stated that in terms of the broader goals of the number of <br />people served and trained, there have been no goals set for Orange and <br />Durham Counties. A comprehensive plan for the two counties has been set <br />up. <br />The consensus of the Board was to continue with the Consortium Agree- <br />-- ment. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted to give assurances to the Durham-Orange <br />Employment Training Council of Orange County's intention to continue the <br />Consortium Agreement with the flexibility to work out specific details as <br />the Soard looks at what progress has been made during the last year. <br />Mr. Stone was requested to send a breakdown of the programs and funds <br />to the Board prior to appearing before the Board. <br />The Chairman asked that the Board discuss the Raymond Williams re- <br />zoning request next. <br />The Chairman asked the County Attorney for his comments. Mr. Gledhill <br />stated that in a letter from Mr. Mike Brough, Attorney for Mr. Williams, <br />Mr. Brough had persuaded him that the Board of commissioners did have the <br />power to reconsider its prior act. Mr. Gledhill stated that in a letter <br />to the Chairman of the Board,_-he had indicated that this could be done by <br />a Board member making such a motion, and upon a second and a majority vote, <br />the rezoning request could be reconsidered. <br />Commissioner Pinney asked if this was .possible even if this Board <br />had the policy that only a member of the majority can move to reconsider <br />a motion. <br />Mr. Gledhill stated that he did not know. Discussion ensued as to <br />whether or not this Board has adopted certain rules of order. <br />Chairman Whitted stated that the issue before this Board was to <br />decide if they wished to reconsider the rezoning request of Raymond <br />Williams. He stated that the petitioner cannot bring this request to <br />the Board, however, if a member of the Board wished to make such a motion <br />and upon a second and the Board's approval, the request can be reconsidered. <br />Commissioner Walker moved that the rezoning request of Raymond <br />Williams be reconsidered the first Monday in May. Commissioner Pinney <br />seconded the motion. <br />
