.~l.D U <br />Item 9: The County Attorney will review resolutions implementing <br />matters of legislative interest that are to be delivered to Representative <br />Hunt. <br />Chairman Whitted informed the Board of a letter he had received from <br />the Chapel Hill Board of Aldermen. The letter stated a motion made by <br />Alderman Smith which reads: "In addition to specific areas described in <br />this charter, the Town is authorized to exercise all powers granted by <br />Article 19 of Chapter 160A of General Statutes of North Carolina within <br />the territorial jurisdiction as definced in General Statutes 160A-360. <br />The County Attorney stated that the Resolution he had prepared <br />speaks to the request of Chapel Hill. That the County is resolving to <br />support the request that the Chapel Hill Town Charter be amended to <br />include Section 5.18, which is the section which the Chairman just read. <br />The Chairman stated that hereinafter, Chapel Hill's jurisdiction <br />would be as spelled out in G.B. 160A-360. <br />Discussion ensued. Commissioner Walker stated that he felt the <br />people who would be affected by the territorial change should be made <br />aware of the change before a decision is made. <br />Mr. Whitted stated that by virtue of the fact that those living in <br />this area are so close to Chapel Hill, they would know they were under <br />the Chapel Hill jurisdiction. <br />Commissioner Gustaveson moved that the Resolution to support the <br />amendment of the Chapel Hill Town Charter by adding Section 5.18 as <br />proposed by the Tawn of Chapel Hill be adopted. <br />Commissioner Willhoit seconded the motion. Discussion ensued. <br />Commissioner Willhoit informed the Board that the Town of Carrborc <br />would like to be included in this request to Representative Hunt. He <br />stated that he would like to suggest that the Resolution be amended to <br />- include the Town of Carrboro. <br />Commissioner Gustaveson stated that he would amend his motion to <br />- include that Carrboro come under the same request. .Mr. Willhoit agreed <br />to the amendment. <br />The Chairman called for the vote on the motion. Voting aye on the <br />motion were Commissioners Gustaveson, Whitted, Willhoit and Pinney. <br />Voting nay was Commissioner Walker. <br />The motion was declared passed. <br />(For copy of Resolution regarding Chapel Hill Extraterritorial <br />Jurisdiction see page 138 of this book.) <br />The County Attorney presented to the Board a Resolution concerning <br />Hillsborough extraterritorial jurisdiction request. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Willhoit, it was moved and adopted to approve the resolution which states <br />that the County opposes the adoption of legislation requested by <br />Hillsborough which would expand the Town's planning and regulation of <br />development jurisdiction beyond that prescribed in N. C. General Statutes <br />160A-360 (a). <br />-- The motion was declared passed. <br />_ (For copy of Resolution regarding Hillsborough Extraterritorial <br />Jurisdiction see page 141 of this book.) <br />Discussion ensued concerning the possibility of the County establ- <br />ishing a Department of Human Resources. Since this legislation can be <br />submitted at any time, the Board agreed to wait until the Mental Health <br />situation is clearer before taking any~.action. <br />Item l0: Mr. Lindsey Efland will commment about certain communica- <br />tion difficulties he feels the Board of County Commissioners are encount- <br />eying. <br />
