~~~ <br />The Chairman recognized Lindsey Efland. Mr. Efland stated that he <br />was speaking as a concerned citizen and that .he feels it is important <br />to the County that these personal va.ews be expresses. He continued to <br />express the following views: <br />1. Essentially, the Board is divided into two groups. One urban <br />and one rural, commonly known as Northern Orange and Southern• Orange. <br />There is no dialogue existing between these two groups. <br />2. There is a lack of meaningful discussion on motions as they <br />come before the Board, becuase the urban group has the power of the <br />votes to carry the motion, and ignore any opinions contrary to the <br />majority view. Mr. Efland cited the Board stand on the museum issue, <br />and the decision to withdraw from the Health District. He stated that <br />many people in the County see this Boad operating as a "clique" He <br />added that the County was beginning to wrestle with the Subdivision <br />Regulations, Zoning and the Land Use Planning, and the only way that <br />would be acceptable to the people, is to establish meaningful dialogue <br />between the several groups which will probably spring up. <br />3. The rural, Northern seciton of the County does not feel that <br />their voice is being heard on this Board. <br />Mr. Efland stated that in order to improve communications between the <br />Board and to establish dialogue between the Commissioners, he would like <br />to suggest the following: <br />1. That each Commissioners make a commitment to try to understand <br />both pros and cons, of issues as they arise. <br />2. That each Commissioner broaden his circle of contracts to include <br />people who general'do not see things from the same point of things that <br />he does. <br />3. At least twice a year, each Commissioner appear before some group <br />in another part of the County from their normal constituents. <br />4. GVhen the EM5 Communication System is established, make on tele- <br />phone number available for the general public to talk with elected <br />officials. <br />5. A follow up on Commissioner Pinney's suggestion of a peoples' <br />day where citizens can get answers to questions. <br />Chairman Whined expressed his appreciation to Mr. Efland for his <br />comments. <br />The Chairman referred to Item 12: A Resolution requesting rating of <br />the Orange Rural Fire Protection District. <br />Commissioner Walker, the County Fire Commissioner, stated that he had <br />not been requested to inspect the Orange Rural Fire Department, however, <br />he requested the Clerk to schedule this inspection for Friday, March l8, 1977 <br />1977, at 12:00 Noon. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, <br />it was moved and adopted to approve the application far Financial Assist- <br />ance to a Fire Department under the Provision of~a Resolution adopted by <br />the Board of Commissioners of Orange County. <br />(F6r copy of the Resolution requesting rating of the Orange <br />Rural Fire Protection District, see page of this book.) <br />The Chairman stated that the application would be signed after <br />the inspection is made. <br />The meeting was then adjourned. !~/ <br />//r~' ~- f "Jr I <br />Y <br />~ichard Whitted, Ch irman <br />Agatha Johnson, Clerk <br />
