~~g <br />Commissioner Willhoit asked that Carrboro be considered at the same <br />time Chapel Hill is considered. He stated that he was aware of Carrbozo's <br />interest in the extra territorial jurisdiction. Further discussion ensued. <br />Commissioner Gustaveson moved that a resolution be forwarded to <br />Representative Hunt indicating that the County concurs with Chapel Hill's <br />request to come under G.S. 160A-360. This motion died fvr lack of a <br />second. <br />Further discussion ensued concerning what procedure to take to get <br />Chapel Hill under G.S. 160A-360, whether to repeal or amend local acts, <br />so that future request for extension would come under G.S. 160A~360. <br />The County Attorney was requested to draft a resolution to Repre- <br />sentative Hunt putting Chapel Hill under G.S. 160A-360, and to present <br />this resolution at the March 15th meeting for action. Carrboro will be <br />contacted before the March 15th meeting to see if they have a similar <br />request for zoning jurisdiction. <br />The Chairman stated that the Town of Hillsborough had requested <br />from Representative Hunt that they be granted a 4 mile planning juris- <br />diction,but has offered a compromise of two miles. <br />Commissioner Gustaveson recommended that the County Attorney prepare <br />a Resolution stating that this Bcard feels Hillsboxough's zoning juris- <br />diction should remain as controlled by N. C. General Statutes 160A-360. <br />Any additional discussion concerning this extension of Hillsborough should <br />be with the County Planning Board and the Hillsborough Planning Board. <br />The County Attorney will draft a Resolution pertaining to the Hillsborough <br />request and have ready for the March 15th meeting. <br />Chairman Whitted stated that this Board had indicated to Mrs. Hunt <br />that they are interested in the local legislation concerning a Human <br />Service Department. <br />Commissioner Gustaveson suggested that a Resolution, stating the <br />County's interest on this matter also be forwarded to Mrs. Hunt. <br />Commissioner Pinney asked that this action be delayed until the <br />Board knew more of the Mental Health situation. The Clerk was requested <br />to obtain a copy of the Bill to create a Department of Human Services <br />from Representative Hunt, and this matter will be discussed on March 15th. <br />Chairman Whitted referred to Item 12: Plats for Consideration. <br />He recognized Chris Edwards from the Planning Department who referred to <br />Item 12-D: Clearwater Hills - This plat proposes the re-division of two <br />previously recorded lots into three lots, each being 1.8 acres. All lots <br />front on SR #1918. The Board asked that this plat be considered as a <br />preliminary plat instead of a final plat. <br />Dpon motion of Commissioner Pinney, seconded by Commissioner Walker, <br />it was moved and adopted to approve the Clearwater Hills plat as a <br />preliminary plat. <br />J. Woods Brothers: This plan proposes the division of a parcel into <br />fourteen one-acre lots. A public rood will provide access to SR #1562 <br />fro ten lots and a private Class C Standard road will provide access to <br />the back four lots. <br />This propoerty is located in a single family housing area located <br />on Palmers Grove Road. The proposal is to build a road to state standards <br />up unto a cul-de-sac. Frvm that point, there will be a private road to <br />the back lots. The reasons for this action is that a paved road serving <br />the back lots would increase the price of the lots and the developer <br />would be unable to sell and also the developer Feels the secluded back <br />lots would provide privacy. Mr. Edwards stated that a road maintenance <br />agreement had been guaranteed. <br />Discussion ensued concerning a private road coming from a public road. <br />,. Commissioner Walker moved that the Woods Brother Preliminary Plat be <br />approved. <br />Commissioner Gustaveson stated that his concern was that in several <br />years, people would come before this Board questioning why this private <br />road is not a workable road. <br />
