~g8 <br />The Manager recommends position number 5556 in the Social Services <br />Department be funded, effective July 1, 1976, and placed in Pay Grade 66 <br />at Step 2. The. annual cost of this position would be $11,364, however, <br />the Title XX Program will reimburse Orange County far 75 percent of our <br />actual expenditures. The remaining cost (25$) will be reimbursed to the <br />County through the Frank Porter Graham Project. This reimbursement is <br />accomplished by deduction from Title XX reimbursement due the Frank <br />Porter Graham unit. <br />Upon motion of Commissoner Gustaveson, seconded by Commissioner ' <br />Pinney, it was moved and adopted to approve the position of Social Worker <br />II, Pay Grade 66 at Step 2. <br />The Commissioner adjourned for lunch at this point in the meeting. <br />The first item on the agenda when the Board reconvened from lunch <br />was Item 9: The Manager requests addition of one position (Clerk-Recep- <br />tionist) in his office. This position would be Pay Grade 54 and the <br />annual cost of the position at Step I is $6,444. <br />Upon motion of Commissioner Gustaveson, seconded by Commissioner <br />Pinney, it was moved and adopted to approve the new position at Pay <br />Grade 54. <br />Item 10: The Manager recommends reclassification of the position <br />of Clerk to the Board of County Commissioners to Pay Grade 61. The <br />agenda attachment stated that State Personnel had reviewed the newly <br />created position, and recommended it be moved from its present Pay <br />Grade of 58' to Pay Grade 61 through a two step process. The Manager <br />recommended that the transition be accomplished at one time, and re- <br />commended that the position be reclassified to Pay Grade 61, Step I, <br />effective March 15th. The salary range far Pay Grade 61 is $8,736 <br />through $10,872. <br />Commissioner Gustaveson maved that the Manager's recommendation be <br />accepted and that the G1erk to the Board be reclassified to Pay Grade 61, <br />Step I. Commissioner Walker seconded the motion. <br />Commissioner Willhoit asked that the recommendation be amended <br />and that the effective date of this reclassification be January 1, 1977, <br />instead of March 15, 1977. <br />Commissioner Gustaveson and Walker agreed to the amendment. <br />The Chairman called for the vote on .the motion, and all members of <br />the Board voted aye. The motion was declared passed. <br />Chairman Whitted asked that the Board discuss Ttem 15: Resolution <br />to Representative Hune concerning extra-territorial jurisdiction of the <br />Town of Chapel Hill. <br />Mr. Whitted stated that he had received a letter from the Town <br />of Chapel Hill's attorney and that the request was that Chapel Hill be <br />placed under the zoning jurisdiction controlled by N. C. General Statutes <br />160-A-360. Representative Hunt has indicated to this Board that she <br />would consider the request after receiving comments from this Board. <br />Commissioner Gustaveson suggested that the County Attorney prepare <br />a resolution to Mrs. Hunt stating that the County concurred with the <br />Chapel Hill request to be placed under the zoning jurisdiction set out <br />in G.S. 160A-360. <br />Commissioner Pinney suggested that all towns in Orange County be <br />under G.S. 160=A-360, with the condition that no town will lose any of <br />their planning area which they presently have. <br />It was pointed out that Carrboro had not made such a request. <br />Discussion ensued concerning what the request to Representative <br />Hunt should be. Commissioner Gustaveson stated that the local legisla- <br />tion was a request from Chapel Hill and he felt the resolution should <br />speak to just the Chapel Hill request and. deal with any Carrboro request <br />at another time. This law would grant Chapel Hill a one mile zoning <br />jurisdiction beyond the town limits, but because Chapel Hill has over a <br />25,000 population, they can request from this Board up to three mile <br />zoning jurisdiction. G.S. 160A-360 only grants a one mile until this <br />Board takes further action. <br />
