This money is put back into the program, and that no pro- <br />fit is made by the program. <br />The County Attorney stated that the previous question in the minds <br />of the Commissioners had been whether this service provided by the Meals <br />on Wheels Program was for public purposes. He stated that as he envisioned <br />the program, it was for public purposes and was a non-profit program. The <br />monies paid for the meals is not a fee paid to: a certain individual, but <br />to the Meals on Wheels in general. <br />Discussion ensued concerning the possiblity of the Meals on Wheels <br />contracting for, services with Joint Orange-Chatham Community Action. <br />Commissioner Willhoit stated that he believed there would be a substantial <br />saving by coordinating this program through-this County agency. <br />Upon moticn of Commissioner Willhoit, seconded by :Commissioner <br />Gustaveson, it was moved and adapted to appropriate $2,000 from the <br />Contingency Fund to the Meals on Wheels Program as a start up cost. <br />(For copy of budget amendment for the Meals on Wheels Program, <br />see page 126 of this book.) <br />The Finance Director stated that he would like to see the County <br />set a policy that the Finance Officer have an opportunity tc review the <br />books of agencies receiving funds, and that the Finance Director be <br />authorized to prepare some guidelines for the various agencies to follow. <br />Commissioner Gustaveson suggested that Mr. Evans develop proper <br />procedures to be brought back to the Board for their approval. <br />TheChairman referred to Item 14: Ms Marilyn Tyroler and representa- <br />tives from CRIB will request Orange County assume financial support of <br />the CRIB Program. <br />Ms. Tyroler stated that CRIB did have a committment from the United <br />- Fund, the Episcopal Church has promised $3,000, and the Junior Service. <br />League has promised to work with CRIB, however, these committments are <br />contingent upon CRIB receiving additional funds. She spoke of other <br />possible sources of funding the CRIB representatives had contacted. She <br />requested the County Board to appropriate funds to the program through <br />the month of June, 1977, in order to give representatives an opportunity <br />to seek other funding. <br />Mrs. Frances Muth stated that the CRIB Program would need approxi- <br />mately $1,000 per month. She stated further that the program actually <br />needed to have a solid base of funding of $12,000 per year to provide <br />essentials.. She stated that Representative Hunt had been approached <br />concerning funding for the program and she was encouraging. <br />Further discussion ensued concerning the funding request. <br />Commissioner Willhoit moved that $3,000 be appropriated to the <br />CRIB Program, as the Administrative Staff seeks to find additional <br />financial support. This motion died for lack of a second. <br />Mr. Gustaveson suggested that the funding request be delayed until <br />the Ceunty Finance Officer could examine the accounting records of the <br />CRIB Agency to determine the financial need. <br />Upon motion of Commissioner Pinney, seconded by Commissioner Willhoit, <br />this item was deferred until March 15, 1977, at which time the Finanace <br />Officer will provide the Berard with a financial report concerning the <br />CRIB Program. <br />Item 8: The Manager recommends approval of a new position in the <br />Social Services Department. The agenda attachment stated that until <br />June 30, 1976, Orange County carried in its budget a Sbci~il Worker II <br />that served the Frank Porter Graham School. The total cast of this <br />position was assumed by the Frank'Porter Graham School. This position <br />has been vacant since mid-September. This position was accidently <br />omitted when our last budget was adopted and this was nat discovered <br />until the Social Services Department attempted to fill the position <br />recently. <br />
