The County Attorney stated that the previous question in the minds of the Commissioners had been whether this service provided by the Meals on Wheels Program was for public purposes. He stated that as he envisioned the program, it was for public purposes and was a non-profit program. The monies paid for the meals is not a fee paid to: a certain individual, but to the Meals on Wheels in general. Discussion ensued concerning the possiblity of the Meals on Wheels contracting for, services with Joint Orange-Chatham Community Action. Commissioner Willhoit stated that he believed there would be a substantial saving by coordinating this program through-this County agency. Upon moticn of Commissioner Willhoit, seconded by :Commissioner Gustaveson, it was moved and adapted to appropriate $2,000 from the Contingency Fund to the Meals on Wheels Program as a start up cost. The Finance Director stated that he would like to see the County set a policy that the Finance Officer have an opportunity tc review the books of agencies receiving funds, and that the Finance Director be authorized to prepare some guidelines for the various agencies to follow. Commissioner Gustaveson suggested that Mr. Evans develop proper procedures to be brought back to the Board for their approval. TheChairman referred to Item 14: Ms Marilyn Tyroler and representa- tives from CRIB will request Orange County assume financial support of the CRIB Program. Ms. Tyroler stated that CRIB did have a committment from the United - Fund, the Episcopal Church has promised $3,000, and the Junior Service. League has promised to work with CRIB, however, these committments are contingent upon CRIB receiving additional funds. She spoke of other possible sources of funding the CRIB representatives had contacted. She requested the County Board to appropriate funds to the program through the month of June, 1977, in order to give representatives an opportunity to seek other funding. Mrs. Frances Muth stated that the CRIB Program would need approxi- mately $1,000 per month. She stated further that the program actually needed to have a solid base of funding of $12,000 per year to provide essentials.. She stated that Representative Hunt had been approached concerning funding for the program and she was encouraging. Further discussion ensued concerning the funding request. Commissioner Willhoit moved that $3,000 be appropriated to the CRIB Program, as the Administrative Staff seeks to find additional financial support. This motion died for lack of a second. Mr. Gustaveson suggested that the funding request be delayed until the Ceunty Finance Officer could examine the accounting records of the CRIB Agency to determine the financial need. Upon motion of Commissioner Pinney, seconded by Commissioner Willhoit, this item was deferred until March 15, 1977, at which time the Finanace Officer will provide the Berard with a financial report concerning the CRIB Program. Item 8: The Manager recommends approval of a new position in the Social Services Department. The agenda attachment stated that until June 30, 1976, Orange County carried in its budget a Sbci~il Worker II that served the Frank Porter Graham School. The total cast of this position was assumed by the Frank'Porter Graham School. This position has been vacant since mid-September. This position was accidently omitted when our last budget was adopted and this was nat discovered until the Social Services Department attempted to fill the position recently.
