~~3 <br />C. The Board has named only eleven members to the newly organized <br />Planning Board. <br />Mrs. Josephine Barbour requested permission to speak to this appoint- <br />ment. She stated that she was disturbed by a.remark which she said <br />Commissioner Willhoit had made at the February 15th meeting, that "there <br />will be four members from Chapel Hill on the Planning Board." She asked <br />that this remark be clarified. That the County needed equal representa- <br />tion and she did not feel 1/3 of the members to the Planning Board should <br />come from Chapel Hi11 Township. <br />Commissioner Willhoit stated that he did not make such a remark. He <br />added that he may have said "There should'be four" but he did not say <br />"will". He stated further that the growth pressures in the Chapel Hill <br />Township, he felt it appropriate to have another member from Chapel Hi11. <br />He added that Mr. Caldwell lived in the transition area, and that he <br />would be valuable to the Planning Board. <br />Mr. Steward Barbour suggested that Mr. Terry Woods, a builder who <br />lives in Eno Township be named to the Planning Board, <br />Commissioner Whitted asked if there were nominations to the Planning <br />Board. <br />Commissioner Walker nominated Terry Woods to the Planning Board. <br />Commissioner Gustaveson nominated Hilliard Caldwell from Chapel Hill <br />Township. <br />upon motion of Commissioner Pinney, seconded by Commissioner Walker, <br />it was moved and adopted that nominations be closed. <br />The Chairman called for the vote on the nomination of Hilliard <br />Caldwell. Members of the Board voting for Mr. Caldwell were Commissioners <br />Gustaveson, Pinney, Whitted and Willhoit. <br />Commissioner Walkez voted far Terry Woods. <br />The Chairman declared that Hilliard Caldwell was the appointee to <br />the Orange County Planning Board. <br />Item 11-D: Commissioner Walker has informed the Board that his <br />term on the Social Services Board has expired. This item will appear <br />on the March 15th agenda. <br />The Chairman referred to Item 3: Representative Patricia Hunt will <br />discuss issues of legislative interest with the Board. <br />Chairman Whitted welcomed Representative Hunt to the Commissioner's <br />meeting. Mrs. Hunt stated that she was happy for the opportunity to dis- <br />cuss legislative interests with the Board. She stated that in regard to <br />the present Mental Health situation, she was awaiting action from the <br />Person, Chatham and Orange County Boards to then see what the local <br />General Assembly could do to help. <br />Representative Hunt stated that she wanted to bring to the attention <br />of the Board the extra-territorial zoning requests she had received from <br />Chapel Hill and the Town of Hillsborough. She hoped Orange County would <br />make a decision as to what the Board wants for the Towns within the <br />County relative to the zoning jurisdictions. She informed the Board that <br />the deadline for local legislation if April 1st, and she hoped any legis- <br />lation from the County would be submitted by that time. <br />Mrs. Hunt stated that a continual concern was the Chapel Hill Public <br />Library. Work is in process for State financial support for local <br />libraries. Chapel Hill presently has an excellent library and that she <br />hoped the County would pursue a way of getting Hillsborough a new library. <br />She is aware that the Hillsborough Library is overcrowded. Fuxther, she <br />stated that she would like to see Orange County have a County Library <br />system, and she felt issues could be worked out to bring this about. With <br />a County library system, Chapel Hill and Hillsborough could get State <br />monies they are entitled to. She added that if Orange County as unable <br />to do anything about the system, then she will attempt to have legislative <br />passed which will require that the State Library not discriminate against <br />a library merly because it is a municipal library. <br />
