ss <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />FEBRUARX 21, 1977 <br />The Orange County Board of Commissioners met jointly with the <br />Orange County Planning Board and the Orange County Planning Staff on <br />Monday, February 21, 1977, at 6:00 p.m., in the Agriculture Building <br />at Hillsborough. <br />Members present from the Board of Commissioners were Chairman <br />Richard Whitted, Commissioners Norman Gustaveson, Jan Pinney, Norman <br />Walker and Donald Willhoit. <br />Members of the Orange County Planning Beard present were Marilyn <br />Riddle Jean Anderson, .pr. Robert, John Scarlett, Paul Gates, Lindsey <br />Efland, Col. William Breeze, Pat Crawford, Andrew Dobelstein, Art <br />Cleary, Hazel Lunsford, and Charles Johnston. <br />Members from the Orange County Planning Staff were. Ervin Dobson, <br />Planning Direcotr, Ghris Edwards, Hal Minis, Kathy Hoffer and Quinton <br />Patterson. <br />Others present were S. M. Gattis, County Manager, Neal Evans, <br />Finance Director, Ebert Pierce, Agriculture Extension Chairman, C. A. <br />Laws, Sanitation with the Health Department, Blaine Liner, a member of <br />the Chapel Hill Planning Board, and Agatha Johnson, Clerk to the Board. <br />Chairman Whitted welcomed the group to the meeting and expressed <br />his appreciation, on behalf of the Berard of Commissioners, to the <br />Planning Board for agreeing to serve in this capacity. He stated that <br />there wasa mutual need for understanding between members of the Planning <br />Board and Staff and the County Commissioners in order that all might be <br />sure of the priorities in planning matters and to know just where planning <br />is going, in general, in Orange County. <br />Mr. Whitted informed the group that in December, the .Commissioners <br />met with the Planning Staff in a work session and outlines a list of <br />the Board's objectives for the future. Some of the priorities the <br />Board set forth were to develop data for land use planning, to enlarge <br />the then existing Planning Board, to extend the Subdivision Regulations <br />County-wide and to extend Zoning to certain townships in the County. <br />He stated that the Planning Board and Staff had since developed the <br />new Ordinance creating the new Planning Board and the Commissioners have <br />adopted this Ordinance. <br />Chairman Whitted asked the Planning Director, Ervin Dobson, to <br />speak of the Planned Work Program, which was recently presented to <br />the Board of Commissioners. <br />Mr. Dobson reviewed the progress of the Planning Work Program. He <br />stated that the maps, overlays and legends, which are used as planning <br />tools, will be complete and in usable form by March 15, 1977. These <br />tools are important in developing land use data. A second priority was <br />to enlarge the County Planning Board which has been accomplished. The <br />educational/training program of the Planning Board will be a continuous <br />process. The Planning Staff is developing a Library for planning use. <br />The Planning Director also hopes to have joint planning meetings with <br />the Town of Chapel Hill and Carrboro with a speaker forum type situation. <br />He urged the new Planning Board members to use their Planning Notebooks <br />as a general aid to planning matters. <br />The third priority is concerning the County Subdivision Regulations. <br />He stated that a work session has been scheduled for the Technical Sub- <br />committee for Wednesday, at 12:00 Noon, February 23, 1977, at the <br />Municipal Building in Chapel Hill. The long range goad is to have the <br />new Subdivision Regulations in draft form by fall of this year. <br />The fcurth priority is to work on putting the Planning Advisory <br />Councils into place in each township. The first Advisory Council is <br />to be established in Bingham Township. The Planning Director stressed <br />the need for citizen's input on the Advisory Councils. He stated that <br />citizens were needed to serve on these councils who could relate to <br />the problems in their area. <br />
