GLEDHILL <br />The Board of Commissioners of Orange County has asked me to <br />transmit the enclosed resolutions opposing and supporting certain <br />legislative initiatives in the General Assembly. One of these <br />requests is that you seek amendment to and that you support <br />Senate Bill 469, Senator Hartsell's local revenue option bill. <br />The local revenue raised under Senate Bill 469 could only be used <br />for school construction and would authorize revenue sources as <br />alternatives to debt service to finance badly needed school <br />construction projects. <br />Orange County has previously requested a local bill enabling <br />it to enact a transfer tax. The Board of Commissioners <br />understands that Orange County's Omnibus Bill introduced in the <br />Senate, including the transfer tax, may not move out of the <br />Senate Rules Committee. And, the committee substitute of the <br />House version of the County Omnibus Bill still under <br />consideration does not include a transfer tax. As an alternative <br />to pursuing a transfer tax in the two Orange County Omnibus <br />Bills, the Orange County Board of Commissioners requests that you <br />seek amendment to Senator Hartsell's bill to include Orange <br />County. <br />
