17 <br />2. legislation which would authorize counties to levy an <br />excise tax on instruments conveying real property in accordance <br />with the initiative of the North Carolina Association of County <br />Commissioners; <br />3. legislation which would change and make more equitable <br />the manner in which State excise taxes on beer, wine and <br />spirituous liquor are assessed as proposed by and supported by <br />the North Carolina Association of Alcoholic Beverage Control <br />Boards; <br />4. legislation which would increase the State income tax <br />credit to private landowners who voluntarily donate land or an <br />interest in land for conservation purposes as proposed by and <br />supported by the Conservation Trust For North Carolina. <br />Upon motion of Commissioner Brown seconded by <br />Commissioner Halkiotis the foregoing resolution was <br />adopted this the 18th day of March, 1997. <br />I, Beverly A.
