Jan -12 -99 12:33P Town of Carrboro 919 968 7737 P.03 <br />Pape 2 <br />Janunry 12,1999 <br />7U proposal presented by Cmnadmoner Jacobs' on Docember 15 recommended adoption of the Joint <br />Planning resolutions regarding Carrboro's Small Area Plan, subject to nine conditions. 'The conditions <br />address several issues associated with the Northern Transition Area Advisory Committee (NTAAC) and <br />the continued Participation by the Beard of County Commissioners in the oonditional use district mooing <br />process until 75 percent build -out of Transition Area I has been reached. A copy of the proposal is <br />attached (Attachment A). Numbers have been added in order to make it easier to discuss each condition. <br />The Board of Aldermm stands by its original proposal as modified above. However, the Board can agree <br />with the substance of the conditions proposed by Commissioner Jacobs and proposes to address each <br />condition, as follows: <br />Conditkm 1 and 2. These am addressed in proposed amendments to the Joint Planning <br />resolutions adopted by the Board of Aldermen on May 26, 1998. The amendments are noted in bold text <br />in the attached copies of revised versions of these resolutions (Attachments B and t). <br />Condition 3. An amendmnat to the Joint Planning Agreement n proposed. Following <br />consultation between Geoff Gledhill and Mike Brough, Commissioner Jacobs' specific language was <br />modified to reflect that the minty would relinquish jurisdiction over only conditional use rezonings, <br />ether than all re zonings, once Transition Area I had reached the agreed upon build -out (Attachment Q. <br />Conditions 4. S_ and 6. A revised definition of the 75 percent build -out, consistent with <br />Commissioner Jacobs' proposal has been included as an amendment to the Joint Planning Agreement <br />resolution (see paragraph 2 of Auschmem Q. The Board of Aldermen felt that it was not practical to <br />wait for a defiaWm to be developed by the NTAAC bocause the committee will not be established until <br />the resolution amendments and NSA ordinance amendments are approved. <br />Conditions 7. 8_ and 9. Proposed amendments to the draft NSA ordinance that address thane <br />concerns have been prepared. Amendments to the VMU and O/A districts definitions arc shown in bold <br />in the excerpted sections of the draft ordinance (Anaelments D and E).
