Boat 8181 <br />1}lillsborougb, NC 27279 <br />I- <br />This letter is in response to questions raised by the Board of County Commissioners during their review <br />of the Joint Planning Agreement and Joint Planning Area Land Use Plan amendments on December 15, <br />1998. The letter also addresses a proposal presented by Commissioner Barry Jacobs that evening for <br />approval of the resolutions previously adopted by Carrboro and Chapel Hill, subject to several conditions. <br />The town's public hearing on the "NSA Ordinance" was held on December 16, 1998. Subsequent to the <br />presentation and public comment period, the Board of Aldermen identified several issues that would <br />benefit front additional analysis and further discussion. These issues included: clarification of the need <br />for floating zones, an analysis of the number of `villages" possible in the study area, an analysis of the <br />number of O/A conditional use districts in the study area, and an analysis of the implications of <br />Commissioner Jacobs' proposal. The Board also discussed the need for providing a written response to <br />the Hoard of County Carnmissiongs' questions and agreed that the content of this communication would <br />be finalized during a worksession with the ordinance Drafting Committee on January 5, 1999. <br />With regard to the issue of the need for floating zones, it is critical to note that this concert was <br />unanimously agreed to by the participants in the facilitated mating. The Mayor and the Board of <br />Aldermen are committed to this concept and feel obligated to maintain the floating zones agreed tom the <br />planning per• <br />On January 5. 1999. the Board diewssed a village suitability analysis that had been prepared by staff of <br />the Planning Department. This analysis identified three general locabons m the study arcs where village <br />deveioprow could possibly occur. The analysis was based upon specifications included in the draft <br />ordinance, as well as several assumptions of site charactcristma appropriate for village development. As <br />an assurance that it is not the intention ofthe Town for villages to proliferate throughout the study area, <br />the Board bas directed staff to amend the draft ordinance to specify that a total of 350 gross acres may be <br />rezoned to the village mixed use district and that no more that three villages will be permitted. <br />Although consensus was not reached on the OWWWAssembly concept during the facilitated meeting, the <br />Board supports this concept and the district as it is proposed in the draft ordinance. At the suggestion of <br />Randall Arendt, design features and good neighbor performance standards have been created to ensure <br />tires thaw developments will not adversely impact adjacent residential development. Some concern has <br />been expressed that there appears to be almost limitless opportunities for these developments, due to their <br />small size. As a consequence, the Board has directed staff to amend the draft ordinance to specify that a <br />total of 25 sent may be rezoned to O/A districts and that no more than five O/A developments will be <br />permitted. <br />!01 WEST MAIN STREET.
