Link, Jr. <br />Orange County Manager <br />PO Box 8181 <br />I1illsborough, North Carolina 27278 <br />Mr. Link: <br />On January 5, 1999 the Carrboro Mayor and Board of Aldermen met and discussed <br />Commissioner Jacobs' proposal regarding the Northern Study Area as well as those <br />concerns expressed by other Commissioners during their meeting of December 15, 1998. <br />1 agreed to summarize the actions taken by the Mayor and Board of Aldermen at its <br />meeting in order to allow you and your staff sufficient time to consider these actions. A <br />formal written response from the Mayor will be delivered in the near future that <br />communicates these actions with proposed language changes to the resolutions. <br />At the January 5th. meeting the Mayor and Carrboro Board of Aldermen agreed to the <br />following changes and clarifications to Commissioner Jacobs' proposal: <br />• The Board voted to add language to the definition of the village mixed use district in the <br />draft ordinance that limits the total acreage allowed for villages to 350 gross acres and to <br />limit the total number of villages to no more than three. <br />• The Board voted to change the definition of the O/A district in the draft ordinance to specify <br />that these districts shall comprise no more than 25 acres of the Northam Study Area and the <br />total number of districts shall be limited to no more than five. The Board wishes to reiterate <br />that the office assembly use districts would only be approved in accordance with the good <br />neighbor performance standards included in the draft ordinance. <br />• It was the consensus of the Hoard to relay to the Orange County Commissioners that the <br />participants in the facilitated process agreed unanimously to the concept of floating cones. <br />The Board feels obligated to maintain the floating zones. The town staff recently conducted <br />a suitability analysis that identified three general areas where village development could <br />possibly occur. <br />• It was the consensus of the Board that the joint planning agreement resolution amendment be <br />modified to reflect Commissioner Jacob's proposed condition: "'Ilrat until Transition Area I <br />reaches the 75 percent build -out stipulated in the Joint Planning agreement, the Board of <br />County Commissioners retains with the Carrboro Board of Aldermen the right to approve <br />"floating" conditional use mining districts on properties located entirely in Transition Area <br />II -" <br />• It was also the consensus of the Board that paragraph four of Jacobs' proposal should be <br />amended to read: "That when Transition Area I achieves the agreed upon build out, the <br />901 WEST MAIN STREET.
