RECOMMENDATION: This agenda item was prepared by staff with information on -hand through the <br />morning of 1- 12 -99. <br />The Administration recommends that the Board adopt the attached resolution. <br />As of the afternoon of 1- 12 -99, staff received the additional information <br />mentioned above (attachment 4 - under separate cover). There was no time for <br />analysis or to incorporate the additional information into the Administration <br />Recommendation. As referenced above, this information is included as a totally <br />separate packet for Board review. Should the Board wish to consider this <br />information as it relates to the proposed resolution, final approval may need to be <br />delayed beyond 1 -19 -99 to incorporate potential revisions. <br />
