Citizen Comments from the December 15, 1998 Board of County Commissioners <br />Meeting: Facilitated Small Area Plan for Carrboro's Northern Study Area <br />At the BOCC meeting on December 15, 1998, nine citizens spoke concerning <br />Carrboro's Facilitated Small Area Plan, proposed amendments to the Joint Planning <br />Agreement, and draft ordinance language. Two citizens spoke in support of the plan and <br />ordinance, but most had concerns and offered the following suggestions which were <br />taken from the attached summary of citizen comments: <br />Primary Suggestions (mentioned by two or more speakers) <br />1. Continue involvement of the BOCC in Transition Area rezonings, including <br />conditional use floating zone (don't let Carrboro do on their own); <br />2. Keep the Transition Area I and II concept, do not accept Carrboro proposal for <br />combined transition area; <br />3. Allow only one village center and one village mixed use (VMU) center; and <br />4. Eliminate the Office /Assembly (O /A) district. <br />Additional Suggestions <br />1. Consider provision of public transportation; <br />2. Do not accept the SAP or floating zones; <br />3. Place limitation on acreage in VW and number of units therein; <br />4. Allow only one O/A district; and <br />5. Consider impacts of ordinance on provision of affordable housing. <br />21 <br />
