20 <br />I submit for your consideration the following compromise proposal on Item 9c, which I <br />believe adequately addresses most concerns expressed by citizens of the affected area, the <br />study group, and the Carrboro Board of Aldermen. <br />Barry Jacobs <br />—The Board of Orange County Commissioners continues to support the principles <br />of Joint Planning, and consistent with those principles and agreements adopts the <br />proposals to amend the Joint Planning Area Land Use Plan and Map, and the Joint <br />Planning Agreement, in order to incorporate the Facilitated Small Area Plan for <br />Carrboro's Northern Study Area, subject to the following conditions: <br />- -That until Transition Area I reaches the 75 percent build -out stipulated in the <br />Joint Planning agreement, the Board of County Commissioners retains with the Carrboro <br />Board of Aldermen the right to approve "floating" conditional use zoning districts. on <br />properties located entirely in Transition Area II; <br />- -That said zoning consideration be conducted at a joint public hearing based on <br />the land use plan herein adopted for Carrboro's Northern Study Area, with the respective <br />elected boards making their decisions following customary consultation with their <br />planning boards and the Northern Transition Area Advisory Committee, with agreement <br />by both elected boards necessary for approval; <br />- -That when Transition Area I achieves the agreed upon build -out, the county will <br />relinquish all jurisdiction over zoning in Carrboro's Northern Study Area, and be limited <br />to courtesy review; <br />--That among the first items for consideration by the Northern transition Area <br />Advisory Committee be a workable definition of 75 percent build -out for Transition Area <br />I, taking into account deed restrictions that may render lots built out despite low relative <br />density; <br />--That the proposed definition of 75 percent build -out be submitted for approval <br />by the Carrboro Board of Aldermen and the Board of County Commissioners; <br />- -That after adoption of the definition of 75 percent build -out by both elected <br />boards, the county will accept at the appropriate time, upon. adequate presentation by <br />Carrboro, that the threshold has been reached, and conclude the necessity for recognizing <br />Transition Area II; <br />--That also among the first matters for recommendation by the Northern <br />Transition Area Advisory Committee to the Carrboro Board of Aldermen be a suitable <br />limitation on the number of " floating" village mixed use districts and office/assembly <br />districts in the Northern Study Area, consistent with the concerns of residents in the area <br />and the Board of County Commissioners; <br />--That the Northern Transition Area Advisory Committee submit regular reports <br />to the Board of County Commissioners; <br />—That the Northern Transition Area Advisory Committee be composed of three <br />members appointed by the Board of County Commissioners and two by the Carrboro <br />Board of Aldermen. <br />
