The Board directed staff to prepare an analysis of the options before them and present a 2 <br />recommendation for decision on January 19, 1999. <br />Given the lengthy list of attachments, a short description of each item is in order: <br />1) Summary of Carrboro's Facilitated Small Area Plan plus proposed text <br />amendments to Joint Planning Land Use Plan/ Agreement presented at 4 -8- <br />98 JPA Public Hearing - These items are excerpted from the 4 -8 -98 JPA Public <br />Hearing agenda. Included is a one -page summary of the plan along with a black - <br />and -white copy of the plan map; proposed text amendments to the Joint Planning <br />Land Use Plan and Joint Planning Agreement are also attached. Text proposed <br />for deletion is shown in str4le*&eugk and that for addition in boldface. <br />2) Draft 12 -15 -98 BOCC Minutes - No additional explanation necessary. <br />3) Planning Board Recommendation (excerpt from 11 -11 -98 minutes) - Following <br />three hours of discussion, the Planning Board voted six to three to recommend <br />approval of the proposed amendments to the Joint Planning Area Land Use Plan <br />and map to incorporate the Facilitated Small Area Plan for Carrboro's Northern <br />Study Area; approval of the proposed amendments to the Joint Planning <br />Agreement to incorporate the Facilitated Small Area Plan for Carrboro's Northern <br />Study Area provided that the Orange County Commissioners are included in the <br />decision making process on "floating" conditional use zoning districts in the <br />CJDA Transition Area; and that the County appoint the advisory board. <br />4) Commissioner Jacobs' "Compromise Proposal" - At the 12 -15 -98 BOCC meeting, <br />Commissioner Barry Jacobs presented a "compromise proposal" which <br />recommended adoption of the proposed amendments to the Joint Planning Area <br />Land Use Plan and Map and Joint Planning Agreement; continuation of Transition <br />Areas I and II until 75% buildout reached in Transition Area I; joint approval by <br />Carrboro and Orange County of "floating zone" conditional use districts in <br />Transition Area II until 75% buildout reached in Transition Area I; and BOCC <br />appointment of three of the five Northern Transition Area Advisory Committee <br />members. <br />5) Summary of Citizen Comments from 12 -15 -98 Meeting - Nine citizens spoke at the <br />12 -15 -98 BOCC meeting. Primary concerns included: continued involvement of <br />the BOCC in land use decisions affecting transition area residents; continuation of <br />the Transition Area I and II concept; and a limitation on the number and size of <br />Village Mixed Use (VMU) and Office/ Assembly (O /A) districts (several citizens <br />recommended that the O/A districts be eliminated entirely).
