DRAFT <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />December 15, 1998 <br />1.4 <br />The Orange County Board of Commissioners met in regular session on Tuesday, December 15, 1998 at 7:30 <br />p.m. in the Board room at the Southern Human Services Center, Chapel Hill, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Alice M. Gordon and Commissioners Margaret W. Brown, <br />Moses Carey, Jr., Stephen H. Halkiotis and Barry Jacobs <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County Managers Rod Visser and <br />Albert Kittrell and Clerk to the Board Beverly A. Blythe (All other staff members will be identified appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT AGENDA FILE <br />IN THE CLERK'S OFFICE. ALL RECORDINGS OF THE MEETING WILL BE KEPT FOR 5 YEARS. <br />ANNOUNCEMENT <br />Chair Gordon said that Chair Brown is absent because of a death in her family. She said that she will recognize <br />all speakers and that she will move the meeting along so that all items can be covered. <br />1. ADDITIONS OR CHANGES TO THE AGENDA <br />Item 10a "North Carolina Crime Victims Compensation Commission Programs" report was deleted from the <br />agenda and item 11 "Regular Appointments" was deleted. The County Commissioners will consider the Board of <br />Commissioners assignments to other boards at their retreat scheduled for January 16, 1999 and the regular <br />appointments will be handled at their January 19, 1999 meeting. <br />2. CITIZEN & AUDIENCE COMMENTS <br />a. Matters on the Printed Agenda <br />Chair Gordon stated that citizens who have indicated a desire to speak on an item that appears on the <br />printed agenda will be recognized at the appropriate time. <br />b. Matters not on the Printed Agenda - NONE <br />PUBLIC CHARGE <br />Chair Gordon dispensed with the reading of the public charge. <br />3.. BOARD COMMENTS <br />Commissioner Halkiotis handed out Christmas cards and wished everyone a safe holiday season. <br />Commissioner Jacobs made reference to a letter Commissioner Brown received from the Historic Preservation <br />Commission about the Elms and some property north of Efland and requested that staff give them a report at their next <br />meeting on the road paving project which may have an adverse impact on this historic property north of Efland. He <br />also requested that staff address concerns expressed by UNC students about which precincts they are to vote at. <br />Commissioner Halkiotis said that he understands that a group of UNC students plan to attend a County <br />Commissioners meeting in January or February to voice their concems. <br />Chair Gordon and the County Commissioners said that they support fixing the PA system with whatever it takes. <br />4. COUNTY MANAGER'S REPORT - NONE <br />5. RESOLUTIONS /PROCLAMATIONS <br />a. Proclamation for Martin Luther King Jr Day on Orange County <br />The Board considered a proclamation in recognition of Martin Luther King, Jr. Day in Orange County. <br />Eileen Kugler, member of the Human Relations Commission, read the proclamation. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Jacobs to approve and <br />authorize the Chair to sign the proclamation as stated below: <br />PROCLAMATION <br />IN RECOGNITION OF MARTIN LUTHER 1UNG, JR.
