2 <br />The Church has asked the Town of Chapel Hill to provide $25,000 of the total budget, and the <br />County is being asked to finance the remainder, $10,000. <br />It is expected that HUD will announce the availability of funding under this program in April or <br />May, with applications due in June or July 1999. Funding announcements are anticipated in <br />October 1999. If the application is successful, construction of the project could begin in Autumn <br />2000. It is important to note that this is a competitive process, and, thus, completion of the <br />Feasibility Study does not ensure that the project will be funded. <br />Also, should the application be successful, the sponsor anticipates asking for reimbursement of <br />impact fees since the project will serve persons over 62 years of age whose income is below 50% of <br />area median income. The project consultant has been given a copy of the Impact Fee <br />Reimbursement Policy for future reference. <br />RECOMMENDATION(S): <br />The Manager recommends that should the Board decide to approve the request from First Baptist <br />Church of Chapel Hill for financial assistance in the amount of $10,000 for the preparation of a <br />HUD Section 202 Elderly Housing Application in 1999, the following is recommended: <br />Funds should be appropriated from the Commissioners Contingency Fund, contingent upon <br />approval of funds from the Town of Chapel Hill; <br />2. County staff should provide the project sponsor, First Baptist Church, a copy of the Impact <br />Fee Reimbursement Policy and provide technical assistance with the preparation of an <br />impact fee reimbursement request in accordance with the referenced policy and the County's <br />annual budget preparation process; and <br />3. Funds granted by the Orange County Board of Commissioners should only be used for the <br />feasibility study related to the above referenced HUD Section 202 Elderly Housing <br />Application. <br />
