The State Blood <br />Pressure Program, Maternal and Child Health Care Program. <br />Mr. Gledhill stated that the County can do whatever it wants to do <br />provided it get the cooperation from any local medical societies, and <br />providing monies are available to pay for the programs. <br />He informed the Board that Dr. Sarah Morrow, Director of the Depart- <br />ment of Human Resources desired for legislation which would allow local <br />health departments to provide primary care. He stated that he suspected <br />that this is a request from Dr. Morrow, for the General Assembly tc <br />appropriate funds for primary care. <br />The next item is Item 9: The County Attorney's recommendations con- <br />cerning a Civil Preparedness Ordinance. <br />Mr. Gledhill stated that he had read the Ordinance and that the <br />powers listed in the document may exceed those as permitted by the <br />General Statutes. He added that he had no recommendation as to whether <br />Orange County should adopt such an Ordinance. <br />Commissioner Gustaveson stated that he felt this plan pre-proposed <br />a coordinated plan to work in a larger area than what is needed in Orange <br />County. He suggested that the Board discuss with the Civil Preparedness <br />Coordinator and EMS and learn what is planned for Orange County in case <br />of natural disaster. <br />Mr. Whitted informed the Board that EMS had requested this Board <br />to meet with them on March 24th at 7:30 p.m. <br />TheBoard requested that the County Civil Preparedness Officer make <br />a presentation to the Berard of the level of civil defense preparedness <br />with an emphasis on natural disaster. <br />Chairman Whitted referred to Item 13: Special Use Permit from the <br />Town of Chapel Hill for the Northside Schoel Property. <br />The County Manager stated that the Chairman needed to sign the <br />Special Use Permit for work at the Northside School. He added that the <br />permit was in line with the County's request. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Gustaveson, the Board moved and adopted to authorize the Chairman to <br />sign the Special Use Permit. <br />(For copy of Special Use Permit, see page 91 of this book.) <br />Item 14: Chatham-Orange Joint Emergency Medical Service has <br />requested the Board's pproval for the hiring of an information officer. <br />The County Manager informed the Board that this position would be <br />created by the County but funded ty COJEMS. This is a part time position <br />established for a six to nine month period. <br />Upon motion of Commissioner Pinney, seconded by Commissioenr Whitted, <br />it was moved and adopted to approve the part time position of information <br />officer. <br />Ttem 15: Appointment to the Dogwood Acres Sanitary Board. <br />The County Attorney stated that a letter had been sent to the <br />Board of Elections concerning the elections of members to the Dogwood <br />Acres Sanitary Board. He has also talked with Jim Farlow, Attorney for <br />- the Sanitary Board, and after further research had discovered that Sanitar} <br />Board members should be elected every two years beginning in 1973. The <br />next election will be this coming November. The County Attorney recom- <br />mended that the Board only fill one vacance at this time and all three <br />vacancies will be open for election in November. <br />Commissioner Willhoit nominated Cloe A. Canada to the Sanitary <br />Board. <br />Upon motion of Commissioner Walker, seconded by Commissioner <br />Gustaveson, it was moved and adapted that the election be closed. <br />
