~~ <br />Subdivision Regulations in draft form by fall of this year. Time con- <br />straints on this project will be imposed by work on the Zoning Ordinance; <br />work with special committees and citizens groups. <br />The fourth priority is establishing Planning Advisory Councils. <br />Work on putting Planning Advisory Councils into place should be initiated <br />after the February 21st Joint County-Commissioners-Planning Board Meeting. <br />The first week in March, the staff will make initial contacts for establ- <br />ishing Advisory Councils in Bingham Township. The second-third week in <br />March, the staff could hold a first meeting in Bingham. A later meeting <br />will be held in late March or early April. The same type process for <br />Cheeks Township will begin in late March or early April. Then the process <br />for Hillsborough Township will begin in late 'April. <br />The fifth priority is the Extension of the Zoning Ordinance. <br />After the Publich Hearing on the Subdivision Regulations on February 28, <br />the staff recommends that the County Ordinance Task Force resume work on <br />the existing Zoning Ordinance in the area of amending certain technical <br />aspects for the Ordinance; the Task Force should work closely with the <br />Advisory Councils so that zoning recommendations and mapping will evolve <br />related closely to the needs as perceived by the Advisory Councils. <br />Land Classification and Development Plans should evolve from work with <br />these groups. Amended Zoning Ordinance will depend upon Task Force pro- <br />gress and Advisory Council input. The Land Classification and Land <br />Development Plan scheduled if Bingham Township to be initiated in May. <br />Cheeks Township to be initiated in June and Hillsborough Township to be <br />initiated in July. The new Zoning Ordinance should be in use by March, <br />1978. <br />The sixth priority is the identification of environmentally critical <br />areas in the County. Assuming Subdivision Regulations are adopted by <br />April ~, the staff will utilize the Planning Advisory Councils to define <br />critical areas as they exist and vary in different parts of the County. <br />Discussion ensued concerning the establishing of the Advisory <br />Councils. Mr. Dobson stated that the most "unsolid" area was the initi- <br />acing and functioning of the Community Advisory Councils. The Bcard <br />agreed to discuss the establishing of the Advisory Council at the <br />February 21st meeting. <br />Item 17 on the Agenda: Discussion of a Resolution submitted by Wes <br />Hare, Ghairman of the Youth Services Needs Task Force concerning the <br />Emergency Care Facility. <br />The Chairman recognized Wes Hare. Mr. Hare stated that he had <br />talked with Ed Griffin, from the Criminal Justice Department and had <br />met with David Rustin, who is with the Triangle J Criminal Justict Staff. <br />He stated that in order to have the emergency care program operational <br />in the fall, an application must be submitted in March to Triangle J. <br />He requested that the Orange County Board commit themselves to appropriate <br />five percent of a $65,000 grant which would be $3,250. He added that an <br />approved resoluticn to this effect would increase the likelihood of the <br />application being approved. <br />Discussion ensued. Commissioner Pinney stated that he would rather <br />see the proposal in final form before commiting the Board to anything. <br />He added that he would have to defend the proposal and he wculd have to <br />have additional information in order to speak to the issue. <br />Mr. Hare informed the Board that he wculd be glad to work with Mr. <br />Pinney to provide him with needed information. He alsc stated that the <br />task force did have a fairly detailed framework of how the facility <br />would be operated. <br />Commissioner Willhoit moved that the Board in principle agree to <br />commit $3,250 in order that the Task Force could proceed with the appli- <br />cation. Commissioner Gustaveson seconded the motion. <br />Dave Rustin, a member of the Triangle J LEAA Staff informed the <br />Board that before the Regional Advisory Board considered an application, <br />it must be sanctioned by the local unit of government. This sanction is <br />usually in the form of a resolution such as the one submitted to the <br />Board. if the application is approved, it is forwarded to the Triangle <br />J Council of Governments meeting in A-95 Review. Tf approved by COG, <br />the application is submitted to the State LEAA for review and action. <br />
