ss <br />The Chairman repeated the motion that this Board resolves to upheld <br />the election laws of North Carolina. <br />The Chairman called far the vote on the motion and all members of <br />the Board voted aye. The motion was declared passed. <br />The Board of Commissioners agreed to resume the meeting in the <br />Commissioners' Room. <br />The next item for discussion was Item 10: Mr. Joe Massif will <br />brief the Board on progress he has made, and problems being encountered, <br />in developing the jail and Grady Brown Projects. <br />The Chairman recognized Mr. Massif who informed the Board that he <br />had met with the County Department heads on January 17, 1977. He has <br />since met wtih most of the Department Heads individually except for <br />some small agencies and the District Health Department. <br />Mr. Massif stated that he needed some direction as to whom he should <br />talk with in the Health Department. He added that the Health Department <br />would require a minimum of 4,000 feet if the same type of facility would <br />be moved to Grady Brown. Another problem encountered was that the Library <br />Board would like to talk with the Commissioners concerning some require- <br />menu which have been indicated. Mr. Massif stated that these two items <br />were delaying his design work. <br />Discussion ensued. The Board scheduled February 23, 1977, at 7:00 p.m., <br />as the date to meet with the Library Board. The meeting will be in the <br />Commissioners' Room of the Courthouse. <br />Mr. Whitted stated that the Health Department arrangement is through <br />June 30, 1977. Mr. Massif pointed out that if there was an interim com- <br />cittee to lay out a format of what is needed now, then these plans could <br />be changed somewhat in June or July. <br />He informed the Board that the Mental Health Unit's layout ha changed <br />considerably and was filling up on particular floor at Grady Brown. <br />Mental Health has talked with the County Manager about moving the Admini- <br />stration unit from Chapel Hill to Hillsborough. The County manager stated <br />that Mental Health felt that it would be more practical if the Administra- <br />tion unit was located in Hillsborough and to use the rental space in Chapel <br />Hill fox clinical purposes. <br />The Chairman suggested that Mr. Massif continue with the Staff <br />Committee approach far the preliminary planning in the Health Department. <br />Item 12: The Planning Director will review a proposed time schedule <br />for completion of~.certain priority tasks assigned by the Board of Commis- <br />sioners. <br />The Chairman recognized Ervin Dobson, County Planning Director. <br />Mr. Dobson presented to the Board a Planning Work Program showing pro- <br />gress and prognosis as of February 15, 1977. <br />Mr. Dobson stated that the top priority was to develop Land Use <br />Data for Orange County. Base maps for the entire County have been com- <br />pleted, and various overlays depicting land use data have been completed <br />or are in the process of being completed. Soils overlays are completed <br />except for Cedar Grove and Little River Township. The Staff is working <br />on the designation of prime agricultural lands and will meet with the <br />rural Development Panel on February 17, to gain input in this area. All <br />maps and overlays will be completed and in usable form by March 15, 1977. <br />The second priority is to provide training and educational program <br />for the enlarged Planning Board. He stated that an Ordinance establish- <br />ing a county-wide board has been adopted. Members have been noitifed of <br />appointment or re-appointment, however, one vacancy does exist. The <br />Planning Staff is continuing to receive names of people who wish to serve <br />on the various Townships Planning Advisory Committees. The Staff is work- <br />int on the foundation of a continuing training program for the Planning <br />Board. The framework for an overall training program will be finalized <br />by March 15, 1977. <br />The third priority is the County Subdivision Regulations. An interim <br />Subdivision Regulations with amendments will be distributed by Wednesday, <br />Februray 16, 1977. Educational-informational materials related to the <br />Subdivision Regulations are being prepared. The long range goal: New <br />
