84 <br />Item S: The State Department of Transportation recommends the <br />addition of SR #1$93 to the State Road System. <br />Upon motion of Commissioner Pinney, seconded by Commissioner <br />Willhoit, it was moved and adopted to accept the recommendation of <br />the State Department of Transportation. The Clerk was instructed to <br />forward a letter to the Department of Transportation informing them of <br />this action. <br />Item 6: A report from the Intergovernmental Task Force by Mr. <br />Marvin Silver. <br />Mr. Silver was recognized by Chairman Whitted and Mr. Silver <br />stated that he was present to inform the Board of the impact the <br />Recreation Program, which was started last year, has had in the Chapel <br />Hi11-Carrboro area. The major aspect of the program was to provide <br />funds to open up the school building's facilities and gymnasiums for <br />recreational purposes in the southern end of the County. He proceeded <br />to present to the Board members charts of the utilization of the buildings <br />for recreational purposes in the years 1976-1977 and the proposed utili- <br />zation for the years 1977-1978. For 1976-1977, the total capacity of <br />usage averaged approximately 2700 hours per month, which includes two <br />elementary schools that were not used to full capacity. The schools in <br />the Chapel Hill-Carrboro area were utilized 50 percent for recreation <br />purposes. <br />Mr. Silver stated that the proposed plan for 1977-78 was for full <br />utilization of the school buildings for expanded recreation hours and <br />free play for children. One important aspect of the proposed program is <br />to substitute a recreation person to oper and close the buildings, thereby, <br />eliminating theneed for custodial services to perform these duties. He <br />stated that a proposal which will be submitted will provide a mechanism <br />whereby there will be mutual personnel, who would be responsible to the <br />School system and at the same time responsible to the Recreation Program, <br />to maintain the buildings and which would provide a substantial savings. <br />Mr. Silver stated that the recreation program for South Orange was <br />envisioned as being large and successful, and he hoped Orange County <br />weuld give clear signals to Chapel Hill and Carrboro in the preparation <br />of their forthcoming budget, so they would be able to proceed with what <br />needs to be done. He stated that the total figure of 2200 hours per <br />month for 1976-77 is based on a schedule from 8:00 a.m. to 11:00 p.m., <br />seven days a week in three major schools, and in the Lincoln facility, <br />and one school in the Carrbaro area. The figure 10,824 hours is an <br />estimate of what the Recreation Department would like for 1977-78. <br />Commissioner Pinney asked if the current energy requirements had <br />effected the Recreation Program. <br />Dr. Hanes, Superintendent of the Chapel Hill-Carrbaro School System, <br />stated that the system had cut off the heat in the gyms during and after <br />school hours, however, the programs were continuing. He informed the <br />Board of new legislation regarding energy use in schools. He stated <br />that the proposal would make available to local administrative units in <br />the school, one-half the cost of a position within the school system to <br />coordinate and direct community activiity in and around the school area. <br />He added that he felt the position would give support to the Recreation <br />Program. <br />Mr. Pinney asked if the $86,321 figure was the total, projected for <br />maximum usage of the buildings. The reply from Dr. Silver was yes. <br />Commissioner Gustaveson complimented the Intergovernmental Task <br />Force for their hard work. <br />Chairman Whitted stated that it was encouraging to see the funds <br />which are appropriated by the County being put to such good use. <br />Dr. Silver asked that the Commissioners feed this information into <br />the County's budget process so that the Recreation Frogram in South <br />Orange could expand. <br />Chairman Whitted referred to Item 7 on the agenda: Representatives <br />of the Orange Committee will discuss with the Board of Commissioners the <br />State and County Board of Elections. <br />
