6 <br />Grant funds would be used to hire a consultant to conduct survey work aimed at developing <br />a thorough historic context of The Oaks rural landscape. The scope of work would include: <br />determination of historic area boundaries and evaluation of the landscape elements; expanded <br />surveys on historic structures; evaluation of significance and historic integrity of the landscape and <br />built environment; application of the National Register criteria and preparation of the National <br />Register forms. The work would also include the required photography for the nomination forms <br />and preparation of a color slide presentation. <br />National Register designation would be the basis for a more extensive citizen-based <br />planning initiative, wherein the residents of The Oaks would work toward a consensus on a vision <br />of their community's future. Local district designation and design guidelines would be among the <br />tools for implementing the community-based plan. <br />A National Register nomination for The Oaks Rural Historic Landscape District would <br />address several objectives of the county's Historic Preservation Element; namely, promoting <br />nominations to the National Register and broadening the base of support for historic preservation <br />in the community. <br />This proposal fora 1999 CLG grant would provide a model for meeting the goals and <br />objectives of the Legacy plan. Orange County is already implementing its own historic <br />preservation plan through a number of initiatives. These include an active local landmarks <br />designation program, a recent National Register listing for the Cedar Grove Crossroads Rural <br />Historic District, a preservation planning study for the St. Mary's Road/Indian Trading Path <br />Corridor. The County has created a Environment and Resource Conservation Department to <br />effectively integrate historic preservation concerns into the planning process. Therefore, the <br />proposed project, under the auspices of the County's ongoing preservation program, meets all the <br />objectives of Legacy Goal #2 (Planning). In addition, the project immediately addresses <br />Objective #4D. Upon listing of The Oaks Rural Historic Landscape District in the National <br />Register, Objectives #SD through #SG will be addressed through the County's continued <br />commitment to historic preservation. <br /> <br />
